- 10-15 years- Panagora Group is a U.S. small business that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity and the USAID/Colombia Monitoring, Evaluation and Learning Short-term Activity (MELSA). These contracts provide technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).
- Panagora provides the Mission with technical and advisory services to facilitate informed decision-making on the management of USAID/Colombia activities, shape the long-term strategic and programmatic direction of the Mission, and allow USAID/Colombia to comply with USAID’s Evaluation Policy and USAID Automated Directives System (ADS) 201.
Panagora seeks a knowledge management expert to lead the implementation of a knowledge management action plan for USAID/Colombia and the MEL platform.
The following are key responsibilities and requirements for the position:
**Responsibilities**
- The following activities will be developed in close collaboration with USAID/Colombia and the CLA MEL Platform team. The MEL Activity CLA team and USAID/Colombia Program Office will provide all the information needed to complete the activities and support all the coordination process.
- Continue adapting and strengthening the procedures to formalize knowledge retention and transfer during staff transitions.
- Identify, review, and classify existing and new knowledge products by keywords and integrate them into the MEL Library
- Organize semi-annual consultations with creators and users of the Mission's systems and platforms (i.e., MEL Library and Context Data Hub) to collect feedback and identify specific improvements.
- Analyze incentive and recognition mechanisms to promote a knowledge management culture and develop a proposal based on these and the context of USAID/Colombia and its MEL platform.
- Support the construction of a template for the elaboration of fact sheets of evaluations and assessments developed by USAID/Colombia.
- Support the construction of a fact sheet template that documents performance and learning from the implementation of USAID Activities, at the time of closure.
- Expand current audiences of Mission's existing evaluations and assessment U&D plans (e.g., regional IPs teams, more than one TO, stakeholders)
- Identify topics for IP knowledge sharing (common challenges, good practices, lessons learned, etc.)
- Develop at least a quarterly presentation on the progress and challenges in the implementation of the action plan.
- Design an annual survey for USAID/Colombia and IPs staff, which allows tracking of progress towards the objectives in the USAID/Colombia KM Action Plan.

- Las siguientes actividades se desarrollarán en estrecha colaboración con USAID/Colombia y el equipo CLA de la Plataforma MEL El equipo CLA de la plataforma MEL y la Oficina de Programas de USAID/Colombia proporcionarán toda la información necesaria para completar las actividades y también apoyarán todo el proceso de coordinación.
- Seguir adaptando y fortaleciendo los procedimientos para formalizar la retención de conocimientos durante las transiciones de personal.
- Identificar, revisar y clasificar los productos de conocimiento existentes y nuevos por palabras clave e integrarlos en la biblioteca MEL de USAID/Colombia.
