**Project Summary**:
The five-year Third-Party Monitoring and Evaluation Project will establish increased access to independent, impartial information on the outputs, progress, quality, challenges, and successes of selected humanitarian assistance projects. This project will provide a comprehensive range of verification, monitoring, and evaluation services that will improve the quality of programming, allow for real-time program adjustments, and increase accountability to beneficiaries. The project will confirm that assistance is addressing the urgent needs of target beneficiaries by conducting monitoring that applies Do No Harm approaches and cognizant of the trauma suffered by recipients.

**Position Summary**:
The Human Resources (HR) Manager will be responsible for coordinating all administrative activities related to personnel, including developing recruitment strategies, implementing systems for managing staff benefits, payroll and behavior and onboarding new employees. The HR Manager will report to the Finance and Administrative Manager (FAM) and will be full-time.

**Responsibilities**:

- Support FAM with managing the program’s HR processes, including recruitment, selection, hiring, and termination.
- Support payroll processes, including registering staff in all social funds, and reviewing payroll, parafiscal and social security payments.
- Train staff on administrative processes, procedure manuals, and occupational safety and physical security policies.
- Support the implementation of the Occupational Health and Safety System’s (SGSST) policies in coordination with FAM.
- Purchase equipment and property disposition in coordination with the contracts and IT teams.
- Coordinate and execute evacuation and communication drills, report their results, and prepare recommendations to improve these, as needed.
- Coordinate wellness and integration activities for the staff.
- Perform other tasks as delegated by the program’s Chief of Party (COP) and FAM.

**Resumen de la posición**:
La persona seleccionada será responsable de coordinar todas las actividades administrativas relacionadas con el personal, incluido el desarrollo de estrategias de reclutamiento, la implementación de sistemas para administrar los beneficios del personal, la nómina, el comportamiento y la incorporación de nuevos empleados. **Responsabilidades**:

- Apoya al Gerente de Administración y Finanzas en la gestión de los procesos de recursos humanos del programa, que incluyen: reclutamiento, selección, contratación y terminación.
- Apoya los procesos de nómina, incluida la liquidación de la nómina, la liquidación de los aportes a la seguridad social, el registro del personal en todos los fondos sociales y la revisión de los pagos de nómina, parafiscales y de seguridad social.
- Capacita al personal en procesos administrativos, manuales de procedimientos y políticas de seguridad física y ocupacional.
- En coordinación con el Gerente de Administración y Finanzas, apoya la implementación de las políticas del Sistema de Seguridad y Salud Ocupacional (SGSST).
- En coordinación con los equipos de contratos y TI, responsable de compra de equipos y disposición de propiedad.
- Coordina y ejecuta simulacros de evacuación y comunicación, informa sus resultados y prepara recomendaciones para mejorarlos, según sea necesario.
- Coordina actividades de bienestar e integración para el personal.
- Otras tareas delegadas por el COP del programa y el Gerente de Administración y Finanzas.

**Qualifications**:

- Bachelor’s degree in HR, labor relations, organizational development, business, or related area required.
- Minimum three years of relevant work experience required.
- Experience with the management of payroll software preferred, preferably HELISA.
- Knowledge of a broad range of HR strategies and practices, including compensation, performance management, safety, hiring and employee relations.
