**GENERAL CONTEXT**

**MAIN OBJECTIVE OF THE POSITION**

The main objective of the Vaccination and Outbreak Response Referent is to provide technical and strategical support and guidance in Vaccination activities to all projects involving those activities.

This general objective involves the main following core areas:

- Provide leadership, strategic direction and technical guidance in MSF-OCBA in the areas of immunisation. This includes routine immunisation programs, preventive and reactive vaccination in emergencies, and vaccination for key populations and medical conditions.
- Responsible for technical support to Operational teams in relation with Vaccine preventable disease outbreaks.
- Support projects/programmes with vaccination activities.
- Participate in the development of advocacy strategies and plans for vaccination.
- Represent MSF OCBA at international level by participating in different MSF technical Working Groups, such as: Vaccination WG, ICG, Measles and Rubella Initiative Outbreak Group and others under his/her Head of Unit request.
- Conduct field visits and assist in the set-up, implementation, and follow-up of projects/programmes with vaccination activities as well as their outbreak preparedness and response components.
- Contribute to the update and creation of technical documents/medical tools and medical guidelines related to her area of expertise.

**PLACEMENT WITHIN THE ORGANISATIONAL CHART**:
The Referent will be hierarchically and functionally accountable to one Head of Unit within the medical department, and will work closely with Operational Health Advisors (TESACO/Desk HQ), HQ medical specific positions (Mobile Support Technicians, Mentor positions or others), Medical Coordinators (missions) and Project Medical Referents (projects), as well as the rest of the advisors of the Medical department. While in the field, he/she works under the regular hierarchical and functional structures of the missions, while keeping communication with the Medical Department

**MAIN RESPONSIBILITIES, FUNCTIONS AND TASKS**

**GENERAL**
- Guidance and support on implementation of vaccination activities and VPD diseases outbreaks at Field level.
- Participate in the annual planning of missions and projects in her/his area of expertise, in the design of new projects, and upon request.
- Support the medical field teams, directly or through operational health advisors, in the definition, monitoring and analysis of programs and projects related to Vaccination and VPDs outbreak prevention and Response.
- To maintain updated knowledge on the above-mentioned diseases and a coordinated relation with counterparts in the other MSF sections and other agencies (ex. via the MSF Working Groups, SAGE; WHO, UNICEF).
- In collaboration with the Medical Advocacy Advisor, participate in the Access Campaign to define OCBA priorities in relation with vaccination and access to vaccines.
- S/he is the person the rest of the Sections and the Access Campaign should refer to when dealing with issues related to Vaccination and VPDs in MSF-OCBA
- Annual revision, analysis and update of Vaccination Strategic lines, in line with OCBA strategic plan, medical department multi-Year plan and Mission Annual Plans.
- Implement field visits under request of concerned mission project, and out of agreement and ToR with respective OP-Cell Medical Advisor (TESACO) and Medical Coordinator; all under final approval of the Head of Unit, both programmed and emergency support visits.
