Panagora Group is a US small business that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).

The MEL Activity conducts two performance evaluations and one baseline for a performance evaluation of USAID's Activities. These performance evaluations and baseline aim to evaluate the achievements of the Activities, interventions, products, and results according to the work plans and the theory of change and to what extent these are relevant over the current national and local contexts.

As part of the evaluation team for these two performance evaluations and one baseline, the MEL Activity is looking for a quantitative specialist to support the team leader in the evaluation design, including the construction of indicators, quantitative data collection methods, and an analysis plan. This specialist must support the sampling strategy and the design of the instruments for collecting primary information, participate in the collection of administrative records, and perform quantitative analysis for evaluation reports. These analyses include generating descriptive statistics, graphs, and tables. The quantitative specialist will produce the statistical analyses and econometric models necessary for the triangulation of information in making findings, conclusions, and recommendations for the evaluation. In addition, this specialist is expected to support the collection of qualitative data. This position and the rest of the evaluation team for these two evaluations and one baseline will receive guidance and supervision from the Lead Evaluation Expert of the evaluation component of the MEL Activity. However, the evaluation team leader for these two evaluations and one baseline will direct the work and products of this position.

The following are the responsibilities and requirements for the position.

**Duties and Responsibilities**:

- Support the evaluation design, including the theory of change analysis, the construction of indicators based on the evaluation questions, quantitative data collection methods, and an analysis plan.
- Oversee the sampling design and the design of data collection instruments.
- Participate in secondary data collection, such as the Government of Colombia's administrative records.
- Oversee the quality of quantitative data collection for the evaluation.
- Conduct the quantitative analysis for the reports mentioned in the deliverables with the corresponding quantitative evidence annexes. This includes creating descriptive statistics with the connected graphs and tables for the data triangulation process and related quantitative analysis.
- Produce the statistical analyses and econometric models necessary for the triangulation of information for the findings, conclusions, and recommendations for the evaluation.
- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner.
- Support the qualitative data collection.
