The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.

USAID/Colombia requested MELSA measure and generate an
**Assessment of the Job Training Program in Renewable Energy for young leaders of the Wayuu Community**. The project will be conducted in La Guajira and Barranquilla (Atlántico) with the program participants and other regional principal actors. The Assessment requires quantitative and qualitative methodologies to collect and analyze the information related to the project.

Based on the above, MELSA requires hiring a
**Quantitative Specialist** to work under the supervision of the
**Team Leader** to achieve the following Assessment Purposes:

- Appraise the effectiveness of the Renewable Energy Job Training Program Young Leaders of the Wayuu Community (JTWC) and determine its achievements to date.
- The Assessment will focus on identifying strategies to reduce costs and optimize educational benefits associated with the job training program.
- The Assessment aims to engage the government of Colombia and SENA in planning and financing the scaling-up of the job training program to include other regions of the country where renewable energy projects are being developed in indigenous and ethnic territories.

**Responsibilities**:

- Support the Team Leader with the evaluation design, including constructing indicators and data collection methods for quantitative information.
- Support the design of the instruments for the primary data collection.
- Participate in the data collection from secondary sources.
- Ensure the quality of quantitative data collection for the evaluation.
- Perform the quantitative analysis for the final evaluation report.
- Support the Team Leader in preparing reports and presentations for USAID.

**investigación del Programa de Capacitación Laboral en Energías Renovables para jóvenes líderes de la Comunidad Wayuu**. El proyecto se llevará a cabo en La Guajira y Barranquilla (Atlántico) con los participantes del programa y otros actores principales de la región. La investigación requiere el uso de metodologías cuantitativas y cualitativas para recopilar y analizar la información relacionada con el Proyecto.

MELSA requiere la contratación de un
**Especialista Cuantitativo** para trabajar bajo la supervisión del
** Líder del Equipo** con el objetivo de lograr los siguientes propósitos de la investigación:

- Evaluar la efectividad del Programa de Capacitación Laboral en Energías Renovables para Jóvenes Líderes de la Comunidad Wayuu (JTWC, por sus siglas en inglés) y determinar sus logros hasta la fecha.
- Identificar estrategias para reducir costos y optimizar los beneficios educativos asociados con el programa de capacitación laboral.
- Involucrar al gobierno de Colombia y al SENA en la planificación y financiación de la expansión del programa de capacitación laboral para incluir otras regiones del país donde se están desarrollando proyectos de energía renovable en territorios indígenas y étnicos.

- Apoyar al Líder del Equipo con el diseño de la investigación, incluyendo la construcción de indicadores y métodos de recolección de datos para información cuantitativa.
- Apoyar el diseño de los instrumentos para la recolección de datos primarios.
- Participar en la recolección de datos de fuentes secundarias.
- Asegurar la calidad de la recolección de datos cuantitativos para la investigación.
- Realizar el análisis cuantitativo para el informe final.
- Apoyar al Líder del Equipo en la preparación de informes y presentaciones para USAID.
