- 5-7 years- Panagora Group is a U.S. small business that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).

USAID/Colombia requested that the MEL Activity map and analyze the development of entrepreneurial and business market systems in rural and urban areas of nine municipalities in Colombia with an intersectional and inclusive approach. The Assessment will focus on entrepreneurship and business market system bottlenecks, challenges, levers, opportunities, and structural barriers faced by entrepreneurs and micro, small, and medium enterprises (MSMEs).

For the execution of this assessment, Panagora has entered into a subcontracting agreement with Inspira Lab S.A.S. This collaboration will involve providing research services specifically oriented towards business market systems for entrepreneurs and MSMEs. The services encompass both quantitative and qualitative data collection, as well as specialized consulting services.

The USAID/Colombia MEL Activity seeks an
- **Assessment Analyst** as part of the assessment team. This role will be essential in maintaining strategic oversight. The consultant will be responsible for tracking Inspira Lab's milestones, evaluating the efficacy of implemented methodologies, and providing timely feedback for technical decisions. This role will ensure project integrity and that Panagora subcontractors' deliverables meet the stipulated requirements and standards.

**Responsibilities**:

- Provide technical support during the design and analysis phases of quantitative instruments within the framework of the technical team meetings.
- Track activity timelines for various assessments under development, if needed.
- Provide technical support during the collection of information in the field.
- Implement strategies to ensure the protection of the data collected.
- Perform statistical data analysis, analytical reports, and written and oral presentations when requested.
- Provide technical support to review and revise documents.
- Support revising databases, instruments, and data collection reports in Spanish and English for the USAID Data Development Library (DDL).
- Perform other duties as assigned by the immediate supervisor.

- Panagora Group es una pequeña empresa estadounidense que presta servicios de seguimiento y evaluación en el sector del desarrollo internacional y actualmente ejecuta la Actividad de Seguimiento, Evaluación y Aprendizaje (MEL) de USAID/Colombia. - Como parte del trabajo colaborativo USAID/Colombia solicitó a la Actividad MEL una investigación sobre el desarrollo de los sistemas de mercado empresariales en las zonas rurales y urbanas de nueve municipios de Colombia con un enfoque interseccional e inclusivo. La investigación tendrá un énfasis especial en analizar los cuellos de botella, desafíos, oportunidades y barreras estructurales que enfrentan los emprendedores y las micro, pequeñas y medianas empresas (MIPYMEs).

Para la ejecución de esta investigación, Panagora Group suscribió un contrato con InspiraLab S.A.S. que consiste en la prestación de servicios de investigación específicamente orientados a los sistemas de mercado empresariales, tanto para emprendedores como MIPYMEs. Los servicios contratados incluyen la recopilación de datos cuantitativos y cualitativos, así como servicios de consultoría especializada.

En ese contexto, la Actividad MEL de USAID/Colombia busca un
- **Analista de Investigaciones** para trabajar tiempo completo en el equipo de Investigaciones. Este rol será esencial para mantener la supervisión estratégica del proyecto. El Analista será responsable del seguimiento de los hitos de InspiraLab S.AS, evaluando la eficacia de las metodologías implementadas y proporcionando retroalimentación oportuna para las decisiones técnicas. Esta función garantizará la integridad del proyecto y que los entregables de los subcontratistas de Panagora Group cumplan los requisitos y normas de calidad estipuladas.
