Qualitative Specialist

Panagora Group is a US small business that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).

The MEL Activity conducts two performance evaluations and one baseline for a performance evaluation of USAID's Activities. These performance evaluations and baseline aim to evaluate the achievements of the Activities, interventions, products, and results according to the work plans and the theory of change and to what extent these are relevant over the current national and local contexts.

As part of the evaluation team for these two evaluations and one baseline, the MEL Activity is looking for a Qualitative Specialist to support the evaluation team leader in the design, including the construction of indicators, qualitative data collection methods, and an analysis plan. This specialist will design qualitative instruments for collecting information with its respective code book that allows the coding process. This specialist will lead the collection of qualitative data in the field, supporting the coding of the analysis categories from the training of the coding team to the preparation of the analysis plan for the generation of inputs (reports and qualitative visualizations) to analyze the information. This specialist will support the qualitative analysis for deliverables and the corresponding qualitative evidence annexes and prepare reports and presentations for USAID and the implementing partner. This position and the rest of the evaluation team for these two evaluations and one baseline will receive guidance and supervision from the Lead Evaluation Expert of the evaluation component of the MEL Activity. However, the evaluation team leader for these two evaluations and one baseline will direct the work and products of this position.

The following are the responsibilities and requirements for the position.

**Duties and Responsibilities**:

- Support the team leader with the evaluation design, including the construction of indicators, data collection methods for qualitative information, and an analysis plan.
- Design qualitative instruments for the data collection.
- Design a codebook for the codification process.
- Ensure the quality of qualitative data collection.
- Support the coding process, from the training of the coding team to the elaboration of the analysis plan for the generation of inputs (reports and qualitative visualizations) to analyze the information.
- Support the qualitative analysis for the deliverables with the corresponding qualitative evidence annexes.
- Support the team leader in preparing reports and presentations for USAID and the Implementing Partner.
