Panagora Group provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).

MEL will conduct a mid-term performance evaluation of the Generating Equity Activity. This evaluation aims to assess if the gender equity hypothesis of Generating Equity is likely to be effective and sustainable. In accomplishing this purpose, the Evaluation Team will examine how the support provided by the Activity is contributing to decreasing gender barriers in civil society, the private sector, and public institutions and the design, implementation, and scale-up of gender equity policies and strategies.

**Responsibilities**:

- Support the evaluation design, the theory of change analysis, and the construction of indicators.
- Review primary and secondary sources of information related to gender-related policies and women's economic empowerment, masculine behaviors, and GBV, among other relevant topics.
- Oversee the quality of quantitative and qualitative data collection in thematic issues.
- Lead the thematic issues in the design of the quantitative and qualitative data collection instruments and the relevance of the data collection gender-related policies, women's economic empowerment, and GBV, among other relevant topics
- Actively participate in the qualitative instruments' coding process and provide a thematic review of the process in the codebook production.
- Contribute to the analysis of qualitative, quantitative, and secondary information.
- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner.

**Requirements**:

- BA in social sciences, economics, or another relevant field.
- Graduate degree in economics, social sciences, development, public policy, or another relevant field.
- More than seven (7) years of relevant experience.
- Experience in gender-related policies, masculine behaviors, and women's economic empowerment.
- Knowledge of secondary or administrative data on gender-related policies, women's economic empowerment, masculine behaviors, and GBV, among other relevant topics.
- Proven ability to deliver quality analysis, tables, and written products and explanations.
- Intermediate or advanced knowledge of written and spoken English.
- Ability to conduct interviews and focus groups in Spanish.
- Experience with USAID evaluations is preferred but not required.
