Panagora Group is a U.S. small business that provides technical and advisory services related to monitoring, evaluating, and learning USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.

USAID/Colombia has requested USAID/Colombia MELSA to develop a study on the key elements of its ethnic inclusion policy. The objective of the study is to provide insights that will inform the design and planning of the forthcoming Country Development Cooperation Strategy. USAID/Colombia has a long-standing commitment to working with ethnic communities. It has invested significant resources in advancing the protection of their rights, supporting their economic empowerment, strengthening their structures and territorial governance capacities (including those related to environmental conservation), and overcoming racial discrimination and exclusion. Currently, USAID/Colombia requires a consolidation of the results achieved regarding this matter for the period 2009-2023, an analysis of the lessons learned as part of its localization efforts, and an assessment of the current challenges and opportunities arising from the implementation of the Ethnic Chapter of the Peace Agreement within the role of the United States government as its leading international partner.

To accomplish this objective, Panagora Group requires hiring a consultant responsible for adjusting, enriching and completing a technical report on the study mentioned above. The consultant will work based on a draft document in Spanish. The consultant will ensure that the findings, conclusions, and recommendations are integrated into a cohesive and high-quality report. Furthermore, the consultant will guarantee that the report complies with USAID's style guide, emphasizes the USAID/Colombia ethnic inclusion policy, and addresses the study's objectives. The role requires exceptional analytical, writing, and editorial skills to produce an excellent final deliverable. This task entails a comprehensive review and analysis of the draft document and all relevant materials provided by the previous consulting team.

Responsibilities:
  • Review and analyze the draft document in Spanish and all relevant materials produced by the previous consulting team to ensure a comprehensive understanding of the study's objectives, scope and context.
  • Organize, synthesize, and integrate information from multiple sources, including the draft document in Spanish, additional documentation, PowerPoint presentations and relevant data, to create a cohesive and high-quality report.
  • Ensure the report aligns with USAID’s style guide, emphasizing the USAID/Colombia ethnic inclusion policy and addressing the study’s objectives and key components.
  • Identify gaps or inconsistencies in the draft document in Spanish and propose evidence-based solutions to address them.
  • Draft and refine the findings, conclusions, and recommendations that already exist to meet USAID/Colombia standards and objectives, with a focus on ethnic inclusion and localization efforts.
  • Collaborate with stakeholders, including USAID/Colombia staff and other team members, to validate content and incorporate feedback into the report.
  • Provide a final review to ensure clarity, coherence, and alignment with USAID reporting standards and terminology.
  • Manage and adhere to timelines for completing the final report, ensuring timely submission of all deliverables.
  • Address comments and incorporate adjustments resulting from USAID/Colombia staff and other readers of the report.

El objetivo del estudio es proporcionar información que sirva de base para el diseño y la planificación de la próxima Estrategia de Cooperación al Desarrollo del país. USAID/Colombia tiene un compromiso de larga data con el trabajo con las comunidades étnicas. Ha invertido importantes recursos en la promoción de la protección de sus derechos, el apoyo a su empoderamiento económico, el fortalecimiento de sus estructuras y capacidades de gobernanza territorial (incluidas las relacionadas con la conservación del medio ambiente), y la superación de la discriminación racial y la exclusión. Actualmente, USAID/Colombia requiere una consolidación de los resultados alcanzados en esta materia para el período 2009-2023, un análisis de las lecciones aprendidas como parte de sus esfuerzos de localización, y una evaluación de los retos y oportunidades actuales derivados de la implementación del Capítulo Étnico del Acuerdo de Paz dentro del rol del gobierno de los Estados Unidos como su principal socio internacional.
Para cumplir con este objetivo, el Panagora Group requiere contratar a un consultor responsable de ajustar, enriquecer y completar un informe técnico sobre el estudio antes mencionado. El consultor trabajará a partir de un documento borrador en español. El consultor garantizará que los resultados, conclusiones y recomendaciones se integren en un informe cohesionado y de alta calidad. Además, el consultor garantizará que el informe cumpla con la guía de estilo de USAID, enfatice la política de inclusión étnica de USAID/Colombia y aborde los objetivos del estudio. La función requiere excepcionales habilidades analíticas, de redacción y editoriales para producir un excelente producto final. Esta tarea implica una revisión y un análisis exhaustivos del borrador del documento y de todos los materiales relevantes proporcionados por el equipo consultor anterior.

Responsabilidades:
  • Revisar y analizar el borrador del documento en español y todos los materiales relevantes producidos por el equipo consultor anterior para asegurar una comprensión integral de los objetivos, alcance y contexto del estudio.
  • Organizar, sintetizar e integrar la información de múltiples fuentes, incluyendo el borrador del documento en español, documentación adicional, presentaciones de PowerPoint y datos relevantes, para crear un informe cohesivo y de alta calidad.
  • Asegurar que el informe esté alineado con la guía de estilo de USAID, enfatizando la política de inclusión étnica de USAID/Colombia y abordando los objetivos y componentes clave del estudio.
  • Identificar brechas o inconsistencias en el borrador del documento en español y proponer soluciones basadas en evidencia para abordarlas.
  • Redactar y refinar los hallazgos, conclusiones y recomendaciones ya existentes para cumplir con los estándares y objetivos de USAID/Colombia, con un enfoque en la inclusión étnica y los esfuerzos de localización.
  • Colaborar con las partes interesadas, incluido el personal de USAID/Colombia y otros miembros del equipo, para validar el contenido e incorporar comentarios en el informe.
  • Proporcionar una revisión final para garantizar la claridad, la coherencia y la alineación con las normas de presentación de informes y la terminología de USAID.
  • Gestionar y cumplir con los plazos para completar el informe final, asegurando la presentación oportuna de todos los entregables.
  • Abordar los comentarios e incorporar los ajustes resultantes del personal de USAID/Colombia y otros lectores del informe.

Requirements
  • Bachelor's or master's degrees in a relevant discipline, such as economics, political science, international relations, history, anthropology, or a closely related field, are mandatory.
  • A minimum of seven years of experience in reviewing, synthesizing, and editing complex documents to produce high-quality documents.
  • Ability to incorporate stakeholder feedback effectively
  • Demonstrated ability to produce high-quality outputs with minimal supervision while maintaining collaborative relationships with team members.
