Job Summary

Panagora Group is seeking a highly experienced Deputy Chief of Party to lead the technical implementation of our upcoming Monitoring, Evaluation, and Learning Follow-on Activity in Colombia. The successful candidate will provide overall day-to-day oversight and quality assurance for the delivery of technical services under the five components of the activity.

Key Responsibilities
  • Provide technical oversight and management of the delivery of all technical and advisory services of the activity.
  • Ensure that all products and services delivered to USAID are of high technical quality and timely.
  • Oversee and coordinate technical services provided by a roster of expert consultants and subcontractors.
  • Conduct technical reviews of data, statistics, methodologies, analysis, and writing of activity SOWs, designs, evaluations, and assessment reports.
  • Ensure that all work provided under the contract is technically sound, robust, and appropriate for the contract's requirements.
  • Support the Chief of Party and work closely with technical component leads to monitor and ensure high-quality and timely implementation of the activity work plan.
  • Identify needs for subcontractors and short-term technical assistance services, develop scopes of work, and ensure integration of technical specifications in solicitations and agreements.
  • Supervise assigned technical personnel, including long-term and short-term specialists.
  • Coordinate with the Contract Manager on subcontractor oversight and support and mentor subcontractors.
  • Design and lead strategic planning meetings with USAID/Colombia, the USAID/Colombia MEL working group, and implementing partners.
  • Lead high-level projects of interest to the Mission in close collaboration with the Chief of Party.
  • Support capacity strengthening of USAID counterparts, implementing partners, subcontractors, and other project partners through organizational capacity strengthening, learning, and knowledge management, and mentoring.
Requirements
  • Master's degree in international development, evaluation, economics, or a related field. PhD is preferred.
  • 8+ years' experience in research, evaluation, statistics, and/or monitoring projects related to development.
  • 3+ years' experience as an author or co-author of assessments, evaluations, or studies in development, social science, or public policy.
  • 3+ years' experience in supervising research teams and/or subcontractors, and managing evaluation, statistics, and/or monitoring projects related to development.
  • Demonstrated experience leading teams for high-profile utilization-focused evaluations, assessments, and other analytical products.
  • Excellent client-centered approach, teamwork, interpersonal, verbal, and written communication skills.
  • Demonstrated public presentation and facilitation skills.
  • Strong understanding of the analytical needs of USAID/Colombia and the current Country Development Cooperation Strategy (CDCS).
  • Understanding of USAID's Collaborating, Learning, and Adapting (CLA) framework.
  • Demonstrated experience building the capacity of local partners and an understanding of USAID's Localization Strategy.
  • Demonstrated ability to lead and conduct field work in areas with hardship conditions and conflict-affected and remote areas.
  • Strong familiarity with USAID regulations and compliance, especially related to monitoring and evaluation and data management.
  • Fluency in written and spoken English (Minimum Level 3 written and spoken).
