**Project Summary**:
The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies.
Implicit in this approach is support to the GOC in understanding the unique post
- accord drivers of instability and support for piloting innovative solutions.
The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

**Position Summary**:
The Procurement Specialist will conduct all procurement related to the activities and ensure compliance with USAID and MSI policies and procedures.
The Specialist will also monitor and implement subcontractors' and vendors' contractual compliance and coordinates procurement actions as outlined in MSI's Procurement Field Guide.
This role (GS1) will assist with budget development for new activities and coordinate with the field teams on the delivery of procured goods and services and work closely with the finance team to ensure timely payments.
This position is a fixed-term labor contract and reports to Procurement Manager but coordinates with the Program Teams.
**Responsibilities**:

- Coordinate with field teams and Grants Specialists on item specification and budget.
- Perform market research to find item specifications and appropriate vendors.
- Initiate activity procurements as outlined in the Activity Manual Addendum, the Activity Cycle Flowchart, and Field Procurement Guide.
- Coordinate the implementation of contracts/procurement procedures including participating in bid openings and technical and cost evaluations and performing due diligence for awarded procurements.
- Maintain an updated database of local vendors and a list of prices as a reference for budgeting.
- Maintain all procurement processes and support documentation in GRUMP.
- Travel to project sites when necessary to monitor the delivery of procured goods to grantees and inspect the quality of goods acquired.
- Monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance with terms and conditions.
- Contact all contractors and vendors on the invoice or deliverable due dates to confirm the submission of contractually mandated payment documents.
- Work with the Finance and Administration Manager to identify purchase orders that may require modifications or cancellation due to financial or administrative non-compliance.
- Alert the Finance and Administration Manager in the event of missed deadlines or deliverables on the part of vendors.
- Follow up on deadline payments for subcontractors and vendors in order to achieve monthly burn rate.
- Maintain the overall integrity of the procurement filing system.
- Support the Monitoring and Evaluation area with data collection, as needed.
- Close out each purchase order once completed according to established policies and procedures.
- Work as part of an activity implementation team along with a Grant Specialist, Program Development Officer, Field Officer, and Engineer with the primary responsibility of acquiring goods and services necessary for transition activities.
- Maintain and organize electronic procurement files on GRUMP.
- Work with the Program Team/ Grants Specialists to update and monitor a master deliverable calendar for procurement actions.
- Contribute actively to information sharing within the project.
- Perform other tasks as requested by the Procurement Manager and Deputy Chief of Party.
