**GENERAL CONTEXT**

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

**MAIN PURPOSE**

All of these actions and activities must be directed towards facilitating the development of missions in optimal working conditions and optimizing the impact of medical projects..

**ACCOUNTABILITIES**

In collaboration with the Logistics Coordinator and under the supervision of the HQ technical advisor or referent, work with mission staff to implement actions and promote relevant technical awareness to enhance technical delivery in the Fleet Management area.

This normally involves the following responsibilities:

- Conducting a functional evaluation of the Fleet Management set-up, assessing the relevant installations, systems, structures, equipment, and HR set-up, ensuring compliance with procedures, policies, and guidelines within the framework of MSF standards, in order to identify the main areas for improvement.
- Revising the mission Fleet Management strategies based on current and future operations and providing advice when applicable
- Assessing and validating local suppliers and local (sub-) contractors for quality of materials, systems, installations, parts, etc. to ensure compliance with MSF quality standards.
- Implement or assist the logistics team with the design and installation of Fleet Management new (complex) systems and/or with the implementation of (new) protocols, tools etc.
- Supporting on established and on-going work, on Fleet Management set-ups and provide technical advice and solutions when necessary.
- Assisting the logistics team in the recruitment and selection of staff related to Fleet Management.
- Identifying training needs in the field of Fleet Management, facilitating team training, and providing on-the-job training on technical basics according to MSF standards to ensure the delivery of best practices.
- Upon request of the hierarchical manager and in coordination with the relevant technical referents in HQ, develop new local policies, tools, protocols and SOPs related to Fleet Management.

Contributing to the continuous learning and development of the department by:

- Drafting reports and action plans following field visits to capture experiences and lessons learnt”.
- Contributing to the research and development of field tools, practices, guidelines and policies based on insights gained in the job.
- Proposing innovative solutions to overcome recurrent problems and technical challenges.
- Developing and maintaining knowledge of practices and approaches within the area of Fleet Management, and to share this knowledge with others to enhance operational effectiveness.

Providing direct field intervention:

- Upon request, participate in emergency operations.

**REQUIREMENTS**
- Relevant Relevant technical degree or diploma
- 2 years’ experience in relevant field or HQ positions in MSF or in a low resource setting
- Experience providing training to adult learners
- Practical experience in vehicle and generators mechanics
- Experience managing vehicle fleets and all the aspects related: Technical, organisational, HR and supply
- Fluent written and spoken Spanish and acceptable written and spoken English. (French is an asset)
- General technical knowledge on mechanics and fleet management
- IT proficient at user level
- Good written and oral communication

**CONDITIONS**
- Home based, with frequent field visits (more than 50% of the time)
- Full time job
- Duration: 6 months
- Annual Gross salary: L4 - IRP2 (divided in 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy.
- Starting date: as soon as possible
