These positions are located in the Border Management Branch (BMB), and the job opening serves to build a roster for positions in its five global programmes: AIRCOP (Establishment of real-time operational communication between international airports), Container Control Programme (CCP), Global Programme on Disruption of Criminal Networks (DCN), Global Programme on Crimes Affecting the Environment (CAE) and Global Maritime Crime Programme (GMCP), which may be located in Bogota, Istanbul, Nairobi and Panama City, etc.

The incumbent will work under the supervision of the Chief of the Border Management Branch and in close coordination with Regional Representatives and the Heads of other UNODC global programmes.

**Responsibilities**:
Within delegated authority, the Senior Programme Coordinator, will perform specific tasks in the relevant field location under one of the BMB Global Programmes which aim to prevent and disrupt cross border crime.

The incumbent will be responsible for some or all of the following specific duties:

- Lead and manage one of the five global programmes.
- Provide substantive leadership and guidance for the conceptualization, planning,

coordination, delivery and implementation of a variety of specialized technical and training services in the substantive area of border management.
- Oversee and guide the preparation of the necessary programme documents and reports, such as work plans, budget segments, programme progress, performance and/or implementation delivery reports.
- Supervise and guide programme personnel including staff, consultants, UN Volunteers and interns.
- Lead and participate in complex needs assessment and other technical missions in the area of border management, evaluate and elaborate technical assistance proposals; lead, coordinate and carry out periodic assessments of the performance of introduced and improved practices and operations.
- Take the lead in promoting the global programme, lead fundraising activities, oversee outreach activities, ensure regular reporting to relevant stakeholders on implementation status, delivery and results; work with Member States and to secure cooperation agreements.
- Oversee and guide the design, preparation and delivery of a broad range of capacity building and training activities under the global programme. Lead, deliver or participate as an expert resource person in conferences, seminars, training courses and meetings.
- Provide expert advisory services and technical guidance to national counterparts on border management including on strategies, legal frameworks, capacity building and/or administrative measures.
- Lead and undertake negotiations and consultations with relevant international, governmental and non-governmental organizations on issues related to border management. Establish and maintain contacts relevant to the global programme, foster cooperation and work in close cooperation with national and international border management authorities, agencies and institutions, and other relevant operational counterparts.
- Oversee the preparation of and provide highly specialized substantive and technical input to working papers, reports, background papers, analyses, presentations, proposals and documents, briefings, training materials, manuals, guides, toolkits, etc.
- Lead team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensure that everyone can discover, access, integrate and share the data they need.
