**Project Summary**:
The purpose of the Sustainable Economic Transformation (SET) Activity is to support sustainable economic opportunities and investment in a targeted geography to foster equitable and environmentally sustainable growth, development, and peace implementation, as outlined in the Country Development Cooperation Strategy (CDCS).

**Position Summary**:
The Chief of Party (COP) is to be based in Colombia and will have overall management responsibility for the project. The COP will be responsible for the technical leadership and in-country management of the project. S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary.

**Responsibilities**:
**Primary Responsibilities**:

- Serve as the primary point of contact with USAID/Colombia regarding day-to-day implementation and management matters relating to the contract.
- Ensure activities and results are implemented in a timely manner within the approved budget.
- Carry out quality control of all activities and deliverables performed under the contract.
- Provide strategic vision for the Activity to make sustainable progress while balancing the interest of various stakeholders and ensuring benefits of the interventions reach the target population in the selected territories.
- Establish and maintain working relationships with Colombian governmental institutions at the national and local levels and with civil society organizations on program communications and technical implementation activities.
- Serve as principal liaison with U.S. Government representatives and Colombian government counterparts.
- Oversee implementation of Creative’s security protocols and provide leadership in handling security-related issues; and;
- Manage the program team in a manner that is open and respectful, encourages professional development, and solicits constructive staff input.

Qualifications:
**Required Skills & Qualifications**:

- Masters’ degree from an accredited college or university in relevant fields such as development, economics, agriculture, rural development, environmental studies, business administration or a similar field; or a bachelor’s degree in similar fields with 12 years of relevant work experience in lieu of the master’s degree. Minimum of ten (10) years of experience managing complex development projects.
- Relevant experience working in sustainable rural development, economic development, climate change adaptation, business development, post-conflict and vulnerable climate areas, alliance building activities and/or related.
- Knowledge of economic-growth, climate change adaptation in a developing country context, and experience forming effective and productive relationships with relevant stakeholder counterparts, both public and private. Knowledge and experience of the current Colombian socio-economic and political context will be considered as a plus.
- Demonstrated track record of collaborating and communicating successfully at a professional and senior level with the USG, with officials at all relevant levels of host country governments, private sector members, as well as other donors.
- Fluent spoken, written and reading abilities in English and Spanish (Level IV).
