This is a great opportunity for someone who has demonstrated leadership and expertise in providing technical and advisory services related to the monitoring, evaluation, and learning of strategies and activities and experience working in Colombia with USAID, public and private sector and international cooperation community.

**PURPOSE & NEED**

This position is for the anticipated USAID/Colombia Compass activity, which is expected to be released in April 2024 with an award date by November 2024. This will be a 5-year activity and expected to be managed out of the USAID/Colombia Mission. The activity will provide technical and advisory services related to the monitoring, evaluation, and learning of USAID/Colombia's strategy and activities, including monitoring support services; designing, implementing and disseminating evaluations and assessments; providing data management and visualization services; and developing collaborating, learning and adapting and knowledge management initiatives. These efforts will inform the Mission's strategy, learning, programmatic designs, decision-making, and adaptation, and will enable USAID/Colombia to comply with USAID's Evaluation Policy and USAID Automated Directives System (ADS) 201.

As the Chief of Party, you will manage a team of staff, consultants, and subcontractors to deliver high quality, technical assistance to USAID/Colombia. You will play a leading role in engaging USAID clients, developing a shared vision for success, and leading the implementation team in designing and delivering results that achieve that vision. You will ensure that Colombia Compass features outstanding client engagement, delivery of high-quality services, and efficient and effective contract management. Your responsibilities will include managing all aspects of Colombia Compass as a model of USAID technical and advisory support services. You will oversee the start-up of the contract and project-wide products and initiatives, such as the annual work plan, required reports, subcontracting agreements, and financial and staff management. You will also lead and grow your team to support Colombia Compass implementation of Environmental Incentives (EI) management processes around financial planning, forecasting, and reporting.

**OBJECTIVES AND DELIVERABLES**

**The following provides some near-term **objectives** and deliverables related to this position.**
- Lead in all technical, financial, administrative and reporting aspects of the activity and will coordinate closely with USAID in developing, implementing, and revising the activity's overall field strategy.
- Act as the principal link between USAID, key government counterparts, EI, and other project stakeholders and provide overall strategic and technical guidance to subcontractors.
- Provide comprehensive expert technical oversight and guidance in all aspects of the activity, including monitoring and evaluation, and reporting to USAID.
- Lead all aspects for a successful rapid Activity mobilization including first year work planning, recruitment, building relationships with the team, client and key stakeholders. From rapid mobilization to implementation, you will guarantee compliance with USAID's policy and regulations, as well as commit to producing high quality products in an inclusive and sustainable manner.
