**1. Background/Context**

Latin America and the Caribbean are witness to the largest flow of refugees and migrants in the region’s history. More than six million refugees and migrants from Venezuela have left their country of origin, with more than five million being hosted in the region. The COVID-19 pandemic has deepened pre-existing inequalities and increased the vulnerability of refugees and migrants in society. The effects on the living conditions, security, dignity and health of refugees and migrants from Venezuela and their host communities have been dramatic.

During the past years, humanitarian actors have observed what has been a growing trend: migrants and refugees resorting to irregular routes and informal border crossings due to largely closed borders, adverse climatic and environmental conditions, blizzards, perilous roads, jungles and rivers, and increasingly exposure to human trafficking, as well as to exploitation and abuse at the hands of smugglers and other criminal networks - all in search of protection, access to basic goods and services, and a better future.

In this scenario, the Regional Coordination Platform for Migrants and Refugees from Venezuela represents the strong commitment of 192 partners to work jointly and through a coordinated sectoral structure on the complex challenges affecting refugees and migrants from Venezuela and host communities in 17 countries in Latin America and the Caribbean.

NRC is looking for an experienced Protection Sector Co-Coordinator, to work on a day-to-day basis with the Coordinator (UNHCR) to lead the action plan of the Regional Protection Sector for Migrants and Refugees from Venezuela, ensuring its workplan, strategies and the efforts of the overall humanitarian system are responsive to the protection needs of migrants and refugees.

The purpose of the position of Protection Sector Co-Coordinator is to co-coordinate the R4V Regional Protection Group. The Regional Protection Sector groups together the Sub-sectors of Human Trafficking and Smuggling, Child Protection, Gender-based Violence and the Support Spaces Working Group. The regional Sector aims to strengthen protection response while enhancing the prevention of risks in a coordinated and coherent manner with national protection sectors to improve the provision of protection services and mechanisms to refugees and migrants from Venezuela in 17 countries in Latin America and the Caribbean. As the dedicated NGO co-coordinator for the R4V Regional Protection Group, the position is managed by NRC, but primarily accountable to the R4V Regional Protection membership itself, and purposefully intended to serve the group’s interest. - Provide leadership and strategic direction to the R4V Regional Protection Group, working closely alongside UNHCR as Coordinator.
- Facilitate and contribute to information collection and analysis, draft reports, and briefs on issues of concern for sharing with partners, donors, government counterparts and other external actors as appropriate.
- Identify advocacy concerns based on information from the field, consolidate joint policy positions among partners and coordinate and/or support advocacy initiatives.
- Coordinate advocacy efforts on the situation of migrants and refugees in the region with international bodies, donors and other relevant stakeholders.
- Liaise with donors to mobilize resources for joint response and keep them updated on Regional Protection Sectors’ needs and priorities.
- Facilitate and contribute to needs assessment and gap analysis, ensuring mainstreaming of gender, age and diversity and other crosscutting issues.
- Develop, review and coordinate implementation of Regional strategic, emergency preparedness and response, and contingency plans, in cooperation/consultation with partners, thematic working groups and sub-sectors.
- Ensure that Regional Protection Sector analysis and priorities are adequately reflected in the Regional Migrants Needs Assessment and Regional Migrants and Refugee response plan (RMNA and RMRP).
- Develop joint, internal work plan with the Coordinator and ensure effective implementation in consultation with partners and sub-groups.
- Ensure adequate and common monitoring and reporting systems are in place to review progress and results of Regional Protection Sector’s plans and activities.
- Identify needs and opportunities for support to subregional sectors and thematic working groups.
- Conduct field visits to strengthen links between regional, subregional and country level.
- Ensure that common systems and data collection and management tools are in place for monitoring, reporting and information exchange on field level concerns, needs and response.
