Panagora Group is a U.S. small business that provides technical and advisory services related to the monitoring, evaluation, and learning of USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.

USAID/Colombia requested MELSA measure and generate an assessment of the long-term impact of the massive land formalization pilot development in Ovejas Sucre as part of the Land and Rural Development Program (LRDP) activity. The measurement would be carried out in two municipalities, Ovejas and Los Palmitos (Sucre), and requires using quantitative and qualitative methodologies to collect and analyze the information.

Based on the above, MELSA requires hiring an expert in land rights to analyze the legal frameworks and policies related to land formalization and to assess the impact of the pilot development on land tenure security and rural development.

**Responsibilities**:

- Conduct an in-depth analysis of the existing legal framework and policies relevant to land tenure, rural development, and land formalization in the target area.
- Evaluate the effectiveness of the LRDP's land formalization initiatives in Ovejas (Sucre) aligned to the revised legal framework and promoting secure land tenure for vulnerable populations, such as small-scale farmers and indigenous communities.
- Identify key legal changes or updates to land-related policies and regulations that occurred after the pilot development and the implementation of the peace agreement.
- Examine how the peace agreement and other legal reforms have impacted land rights, tenure security, and access to resources for vulnerable communities.
- Assess the effectiveness of the LRDP in aligning with the newly established legal framework and peace agreement provisions.
- Evaluate the involvement of key stakeholders, such as local communities, in formulating and implementing the revised legal framework and LRDP.
- Support in the structuring of quantitative and qualitative data collection instruments.
- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner.

USAID/Colombia solicitó a la actividad MELSA medir el impacto a largo plazo del piloto de formalización masiva de tierras en Ovejas, Sucre, como parte de la actividad del Programa de Desarrollo de Tierras y Zonas Rurales (LRDP). La medición se llevará a cabo en dos municipios, Ovejas y Los Palmitos (Sucre), y requiere el uso de metodologías cuantitativas y cualitativas para recopilar y analizar la información.

Basado en lo anterior, MELSA requiere contratar a un experto en derechos de tierra para analizar los marcos legales y políticas relacionadas con la formalización de tierras, evaluar el impacto del desarrollo piloto en la seguridad de tenencia de tierras y el desarrollo rural.

**Responsabilidades**:

- Realizar un análisis en profundidad del marco legal y políticas existentes relevantes para la tenencia de tierras, el desarrollo rural y la formalización de tierras en el área objetivo.
- Evaluar la efectividad de las iniciativas de formalización de tierras del LRDP en Ovejas Sucre, asegurando su alineación con el marco legal revisado y promoviendo una tenencia segura de tierras para poblaciones vulnerables, como agricultores de pequeña escala y comunidades indígenas.
