**Role Purpose**

This role will oversee the financial and administrative aspects of a large-scale project with precision, meticulously tracking and documenting activities, expenses, revenue, and expenditures while adhering to British Council corporate guidelines and stakeholder expectations.

**Main accountabilities but not limited to the following**
- Writes ToR (Terms of Reference) for vendors as required by the project and support with opening calls, requests for quotes, completion of vendor matrix and drafting of contracts in accordance with corporate procurement policies and local legislations.
- Coordinates legal and administrative support for the components.
- Prepares and provide input for presentations as required for internal and external meetings including technical committees from a finance perspective. These may require collection and analyses of project finance data using graphic organizers, pivot tables, among others.
- Line manages assigned members of the project team and builds their professional capacity as necessary.
- Distributes the task flow of assigned members according to project needs and schedules.
- Keeps an organized and detailed online/offline archive of procurement, budget and all relevant documents and admin archives of the project. These should include hard and soft/digital copies (scanned where applicable).
- Manages tools and accounting packages for planning, monitoring, control and reporting on expenditures, income, costs and other variables of the budget. This includes the use of British Council’s systems (SAP, FABS).
- Is responsible for all financial reporting and processes for the project including but not limited to the preparation of cash flows, forecasts, accruals, journals among others. These will be done on a periodic basis as per established timelines.
- Monitors all financial activities of the project, reporting on variations, risks and proposing possible solutions to these in a timely manner.
- Is responsible for the payment of vendors - generation of purchase orders PO, invoice processing, and payment confirmation, verifying payment conditions are followed, among others.
- Ensures that all income and expenditure for the project are recorded and reconciled accordingly.
- Develops periodic financial reports (taking into account withholding taxes for DIAN) for internal and external stakeholders including supporting documents (such as invoices, quotes, receipts etc) in agreed formats. This includes a final financial report for the partner as part of project closure, showing results of the project including an analysis of how the financial objectives were met.

**Requirements of the role**
- Three (3) years of professional experience in large-scale projects, preferably in the educational or social sectors.
- Two (2) years of experience managing project finances in the public sector.
- Experience of managing projects from start to finish and familiarity with project life-cycles.
- Understanding of procurement, evaluation and reporting requirements of projects.
- University degree in administration, public accounting, economics, engineering or related areas, postgraduate in related areas.
- Ability to operate in English (both written and spoken) at a business level. Non-native speakers of English should demonstrate a CEFR B2 level.
- Ability to operate in Spanish (both written and spoken) at a business level. Non-native speakers of Spanish should demonstrate a CEFR C1 level.
