Heartland Alliance International (HAI) is the global arm of Heartland Alliance, a family of organizations leading human rights, social, economic and racial justice work since 1888. HAI implements programs in Latin America and the Caribbean, the Middle East and North Africa, Sub-Saharan Africa, and in Chicago at the Marjorie Kovler Center for survivors of torture. HAI's technical areas of expertise include mental health and psychosocial support (MHPSS), gender equity, access to justice, and stigma-free health care. Across all programs, HAI promotes progressive, innovative approaches to human rights protections, and gender equity.

**Deputy Chief of Party - Operations (COP)**

HAI, Colombia seeks a Deputy Chief of Party - Operations (DCOP) for an anticipated multiyear USAID / Colombia. The Deputy Chief of Party - Operational (DCOP) will be responsible for the day-to-day operations on the program and provide overall technical and programmatic support to the program, supervise operations and finance personnel, primary responsibility for compliance with USAID and HAI Rules & Regulations, while ensuring high quality service delivery, outreach, and staff capacity building. Under the Chief of Party’s (COP) strategic direction, the DCOP will foster cross collaboration between technical teams and program personnel and ensure program delivery of expected outcome. The DCOP supports the COP and partners as necessary to cultivate relationships with the government counterparts to advance program objectives ensure smooth implementation of program activities.

**Essential Duties and Responsibilities**
- Ability to manage technical assistance teams.
- Knowledge of and familiarity with international assistance program requirements, preferably USAID and/or other funding agencies; their policies and regulations.
- Excellent representational and communication skills, written and oral proficiency in English and Spanish.
- Oversee program start-up, management and administration. Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
- Responsibility to assist COP in award management, including the implementation of all components of the activity, fiscal integrity, quality and timely deliverables, and coordination with USAID and all project stakeholders
- Manage subcontractor agreements and assist the COP in tracking their progress toward the agreed performance goals.
- Advanced staff and financial management experience
- Ensure that program implementation is responsive to communities and partners and consistent with HAI´s program guidelines, principles, values and strategic plan.
- Develop partnership frameworks, partner agreements / Memorandum of Understandings, and oversee partner capacity building.
- Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
- High sensitivity to gender and demonstrated ability to integrate gender considerations in management, operation and programs.

**Education and/or Experience**:

- Bachelor’s degree (Master’s degree preferred) in administration, finance, business, industrial engineering or other related field.
- Minimum 8 years of professional experience working with senior program implementing international development activities in LAC region with reference to reconciliation among victims, ex-combatants and other citizens and a more cohesive and inclusive society resilient to conflict.
- Have professional experience in managing and implementing multi-component programs and demonstrated ability to effectively manage staff.
- Strong written and verbal communication skills in English, Spanish.
- In-depth knowledge and experience managing large-scale USAID funded programs;
- Relevant work experience in Colombia and familiarity with Colombian institutions, Private Sector Companies, Civil Society groups, and legal and governmental structure strongly preferred;
- Knowledge and experience working on USAID-funded projects to ensure ability to achieve project goals and objectives and compliance with USAID regulations and policies
