Panagora Group is a small business that provides technical and advisory services related to monitoring, evaluating, and learning USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
USAID/Colombia has requested the USAID/Colombia Short-Term Monitoring, Evaluation, and Learning Activity to develop a study on key elements of its ethnic inclusion policy. The study aims to inform the design and planning of the forthcoming Country Development Cooperation Strategy. The Mission has undertaken long-term work with ethnic communities. It has invested significant resources in advancing the protection of their rights, supporting economic empowerment, strengthening their structures and territorial governance capacities (including those related to environmental conservation), and overcoming racial discrimination and exclusion. Currently, USAID/Colombia requires consolidating a review of the results achieved for the period , the review of lessons learned as part of its localization efforts (component I of the assessment), and an analysis of the current challenges and opportunities arising from the implementation of the Ethnic Chapter of the Peace Accord within the role of the United States government as its leading international partner (component two).
The consultant fulfilling the role of ethnic inclusion expert will be responsible for leading all conceptual, methodological, and technical aspects of Component Two of the study "Challenges and Opportunities for USAID/Colombia Support to Advance the Implementation of the Peace Accord Ethnic Chapter (PAEC)", carrying out the necessary activities to identify findings, conclusions, and recommendations for questions 4, 5, 6 and 7 of the study.
Responsibilities:
Lead the planning and implementation of the assessment stage related to Component Two (Ethnic Chapter).
Conduct a desk review of relevant reports on the Ethnic Chapter of the Peace Agreement and the Framework Plan for Implementation (PMI).
Identify key stakeholders and their roles and develop a map of stakeholders including key public institutions, CSOs, ethnic groups, and coordination bodies involved in implementing the Ethnic Chapter.
Develop a stakeholder analysis based on roles, interests, and influence within monitoring and implementing the Ethnic Chapter.
Review existing USAID support/information on the International Donors Group in Colombia (GRUC, by its Spanish Acronym) and analyze achievements, challenges, opportunities, and threats.
Contribute to the assessment's overall analysis and reporting.
Note: all deliverables must adhere to Panagora's format and style guides.

USAID/Colombia solicitó a la Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje de USAID/Colombia desarrollar un estudio sobre los elementos clave de su política de inclusión étnica. El propósito del estudio es informar el diseño y planeación de la nueva Estrategia País de Cooperación para el Desarrollo. La Misión ha implementado un trabajo de largo aliento con comunidades étnicas y ha invertido recursos significativos en el avance de la protgección de sus derechos, apoyando el empoderamiento econóimico, fortaleciendo las estructuras propias y capacidades de gobernanza territorial (incluyendo también aquellas relativas a la conservación ambiental), contribuyendo a la superación de la discriminación racial y la exclusión. Actualmente USAID/Colombia requiere consolidar una revisión de los resultados alcanzados para el periodo , la revisión de las lecciones aprendidas como parte de sus esfuerzos de localización (componente uno) y un análisis de los desafíos y oportunidades actuales derivados de la implementación del Capítulo Étnico del Acuerdo de Paz (PAEC, por sus siglas en inglés) enmarcado en el papel del gobierno de los Estados Unidos como su principal acompañante internacional (componente dos).
El/la consultor(a) que cumpla el rol de experto en el Capítulo Étnico del Acuerdo de Paz será responsable de liderar todos los aspectos conceptuales, metodológicos y técnicos del componente dos del estudio, desarrollando las actividades necesarias identificar hallazgos conclusiones y recomendaciones para las preguntas 4, 5, 6 y 7 del estudio.
Responsabilidades:
Liderar la planificación e implementación de las actividades de la investigación relacionadas con el Componente 2 "Desafíos y oportunidades de USAID para la implementación del Capítulo Étnico del Acuerdo de Paz".
Orientar la investigación documental de reportes relevantes sobre el capítulo étnico y el plan marco de implementación (PMI)
Identificar actores clave y su rol y desarrolar un mapeo que incluya instituciones públicas, sociedad civil, grupos étnicos y entes de articulacipon involucrados en la implementación del capítulo étnico.
Revisar la información existente sobre el apoyo de USAID al Grupo de Cooperantes en Colombia (GRUC) y analizar logros, desafíos, oportunidades y amenazas.
Gestionar la calidad de los entregables, presentaciones y reportes del Componente 2.
Contribuir al análisis general y desarrollo de presentaciones y del reporte final del estudio.
