Background
The USAID Local Health System Sustainability Project (LHSS) project helps low
- and middle-income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. Led by Abt Associates, the five-year, the project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services.


As part of this work, LHSS is supporting USAID Washington to implement USAID's new High Performing Health Care (HPHC) tool in a country setting.

The HPHC tool aims to gather comprehensive data on the perceived strength and weakness of health systems.

It is organized around the four domains of accountable, affordable, accessible, and reliable health care and focuses on the capabilities and the processes that promote such characteristics.

The tool generates real-time data to inform actionable recommendations that will enable policy makers and planners tailor their activities to respond to reported weaknesses and gaps.


Aim of the Consultancy
LHSS is seeking an experienced professional to support the implementation of the HPHC tool in Colombia. The consultant must have a strong pr ofessional network and be very familiar with the Colombia health sector.

The consultant will be expected to familiarize themselves with the HPHC tool and lead in-country implementation efforts.

These will include engaging multi-sectoral stakeholders to socialize the tool, identifying a list of participants for the tool's survey, securing representative survey responses, and contributing to the compilation of findings and final recommendations.

The consultant must be based in Colombia.

Minimum Qualifications:

  • Master's degree or higher in monitoring and evaluation, public health, or other relevant field with 10 years of experience
  • Extensive experience and network within the Colombia health system covering public, private, NGO, and donor stakeholders
  • Technical expertise in health systems strengthening
  • Experience conducting quantitative and qualitative data collection, including stakeholder interviews
  • Strong attention to detail, with demonstrated ability to produce high quality work, ontime and in a costeffective manner
  • Strong analytical and writing skills
  • Previous experience with health systems assessment(s)
  • Familiarity with USAID and/or other development partners is highly desirable
  • Collaborative team player with excellent interpersonal and organizational skills
  • Proficiency in written and spoken English

Illustrative Tasks and Responsibilities include:

  • Serve as incountry focal point for the tool implementation, including liaising with the Ministry of Health and USAID Colombia as required
  • Lead the identification of respondents for the tool's survey
  • Set up followup meetings with key respondents in collaboration with the LHSS team
  • Provide inputs to slides and reports summarizing key findings
  • Contribute to virtual workshop to share and validate findings

Level of effort and Period of Performance:The anticipated level of effort for this assignment is up to 15 days during a period of performance of February '" June 2023.
