Project Summary:
The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies.

Position Summary:
The Finance Coordinator will support all accounting, budgeting, and financial operations.
This role will ensure that accounting, budgeting, and financial activities are carried out in a manner consistent with the objectives of the project, and in compliance with Colombian law, the United States Agency for International Development (USAID) regulations, and MSI policies and procedures.
This position will report to the Finance and Administration Manager and is a fixed-term labor contract.Responsibilities:
- Manage project accounting, financial reporting, and compliance with financial rules and regulations of the Government of Colombia, MSI, and USAID.
- Establish and implement efficient and effective procedures for project financial management to ensure transparency.
- Ensure compliance with contractual financial obligations in accordance with USAID regulations and MSI policies and procedures.
- Supervise Project Accountants.
- Develop and ensure the accuracy of monthly, quarterly, and annual financial reports.
- Set up and implement efficient monitoring tools for project expenditures, budgeting, and allocation of resources for project implementation.
- Provide support to monthly financial closeout procedures.

El Programa USAID/OTI Colombia tiene como objetivo abordar los factores emergentes de inestabilidad a través del apoyo al Gobierno de Colombia (GDC) y las comunidades para la implementación sólida de los acuerdos de paz, ayudando así a demostrar que un enfoque integrado e integral del conflicto también proporciona soluciones a algunos de los mayores problemas del país como inseguridad rural y economías ilícitas.
Implícito en este enfoque está el apoyo al Gobierno de Colombia para comprender los impulsores únicos de inestabilidad posteriores al acuerdo y el apoyo para la puesta a prueba de soluciones innovadoras.
El programa también se enfocará en aumentar la capacidad y corresponsabilidad tanto de los actores comunitarios como de los actores comunitarios para la implementación del acuerdo.

Resumen del cargo:
El/la Coordinador/a de Finanzas apoyará todas las operaciones contables, presupuestarias y financieras.
Se asegurará de que las actividades contables, presupuestarias y financieras se lleven a cabo de manera consistente con los objetivos del proyecto y de conformidad con la ley colombiana, las regulaciones de la Agencia de Estados Unidos para el Desarrollo Internacional (USAID) y las políticas y procedimientos de Management Systems International (MSI).
La posición tendrá un contrato laboral a término fijo.Responsibilities:
- Gestionar contabilidad, reportajes financieros y cumplimiento del projecto con normas y reglamentos financieros del Gobierno de Colombia, Management Systems International (MSI) y la Agencia de Estados Unidos para el Desarrollo Internacional (USAID).
- Establecer y ejecutar procesos eficaces para la gestión financiera del proyecto para asegurar transparencia.
- Asegurar que el proyecto cumple con obligaciones financieras del contrato de acuerdo con reglamentos de la Agencia de Estados Unidos para el Desarrollo Internacional (USAID) y las políticas y procesos de Management Systems International (MSI).
- Supervisar los Contadores del proyecto.
- Desarrollar y asegurar la calidad de reportes financieros mensuales, trimestrales, y anuales
- Establecer e implementar herramientas eficaces para monitorear gastos, el presupuesto y distribución de recursos para la implementación del proyecto.
- Esta posición está bajo la supervisión del Gerente de Finanzas y Administración.
Qualifications:
- Bachelor's degree in finance, business administration, or related field is required.
- Minimum of five years of related experience is required.
- Experience working in project financial management for nongovernmental organizations with strong knowledge of international donor requirements is required.
