USAID/Colombia is preparing to develop a new Country Development Cooperation Strategy (CDCS) for FY 2026-2030. To inform the new CDCS, USAID/Colombia is conducting the following analysis. In response to the 2023 Gender Equality and Women's Empowerment Policy and in compliance with ADS and ADS 205, USAID/Colombia will conduct a Gender and Inclusion Analysis to provide a framework and baseline for effective integration of gender and inclusion concerns in its activities and to inform the Mission's decision-making related to these topics.
The Gender and Inclusive Development (GESI) Analysis aims to assess the barriers, gaps, disparities, issues, and constraints related to gender and other characteristics including ethnicity, gender identity, sexual orientation, ability, migration status, and age that may lead to marginalization in USAD/Colombia-targeted areas. The Analysis will address the intersectional relationship between gender and other critical social and demographic considerations such as ethnicity, gender identity, sexual orientation, migration status, and age. The Analysis will identify challenges, successes, and potential for improving gender integration and inclusion in USAID/Colombia-targeted areas. It will prioritize and justify which barriers should be addressed by the Mission. It will include recommendations on how USAID/Colombia can achieve greater gender and social integration through its CDCS and activities.
The consultant assuming the role of Quantitative Specialist must have solid experience in conducting advanced quantitative analyses for research in the field of international development. This position requires deep knowledge of the standards and best practices for managing and ensuring the quality of quantitative data, ensuring that studies provide a robust foundation for informed decision-making, particularly on issues of gender and inclusion. The ideal candidate should possess exceptional skills in developing and applying quantitative research methodologies based on reviewing secondary sources and integrating various dimensions of gender analysis using data from official sources.
Responsibilities:
Support the Team Leader in research design, including the development of advanced methods for secondary data analysis.
Consolidate, structure, and prepare quantitative data from official sources and civil society organizations, ensuring alignment with the six domains of gender analysis.
Implement and manage non-probabilistic surveys directed at USAID representatives framed within the research questions.
Develop econometric models and advanced statistical analyses to interpret quantitative data effectively.
Ensure the integrity and validity of quantitative data through robust quality control techniques.
Prepare reports that present findings clearly and concisely, including advanced data visualization.
Collaborate closely with the qualitative team to integrate quantitative findings with qualitative analyses, ensuring a comprehensive data view.
Provide recommendations based on quantitative analysis for strategic decision-making.

El Análisis de Género y Desarrollo Inclusivo tiene como objetivo valorar las barreras, brechas, disparidades, problemas y restricciones relacionadas con el género y otras características como la etnicidad, identidad de género, orientación sexual, discapacidad, estatus migratorio y edad que pueden llevar a la marginación en las áreas focalizadas por USAID/Colombia. El Análisis abordará la relación interseccional entre el género y estos factores sociales y demográficos críticos. El Análisis identificará desafíos, éxitos y potencialidades para mejorar la integración y la inclusión de género en las áreas focalizadas por USAID/Colombia. Priorizará y justificará cuáles de estas barreras deben ser abordadas por la Misión. Además, incluirá recomendaciones sobre cómo USAID/Colombia puede lograr una mayor integración de género y social a través de su CDCS y actividades.
El/la consultor/a que asuma el rol de Especialista Cuantitativo debe tener una sólida experiencia en la realización de análisis cuantitativos avanzados para investigaciones en el ámbito del desarrollo internacional. Esta posición requiere un profundo conocimiento de los estándares y mejores prácticas para la gestión y aseguramiento de la calidad de los datos cuantitativos, garantizando que los estudios proporcionen una base sólida para la toma de decisiones informadas, particularmente en temas de género e inclusión. El/la candidato/a ideal deberá poseer habilidades excepcionales en el desarrollo y aplicación de metodologías de investigación cuantitativa, basadas en la revisión de fuentes secundarias y la integración de diversas dimensiones del análisis de género utilizando datos provenientes de fuentes oficiales.
Responsabilidades:
Apoyar al/a la Líder del Equipo en el diseño de la investigación, incluyendo el desarrollo de métodos avanzados para el análisis de datos secundarios.
Consolidar, estructurar y preparar datos cuantitativos provenientes de fuentes oficiales y de organizaciones de la sociedad civil, asegurando su alineación con los seis dominios del análisis de género.
Implementar una encuesta no probabilísticas dirigidas a representantes de USAID, enmarcadas dentro de las preguntas de investigación.
Desarrollar modelos econométricos y análisis estadísticos avanzados para interpretar los datos cuantitativos de manera eficaz.
Garantizar la integridad y validez de los datos cuantitativos mediante técnicas robustas de control de calidad.
Prepararr informes que presenten los hallazgos de manera clara y concisa, incluyendo la visualización avanzada de datos.
Colaborar estrechamente con el equipo cualitativo para integrar los hallazgos cuantitativos con los análisis cualitativos, asegurando una visión comprensiva de los datos.
Proveer recomendaciones basadas en el análisis cuantitativo para la toma de decisiones estratégicas.
