MELSA is conducting the performance evaluation of Private Sector Engagement (PSE). This evaluation aims to gather evidence about the results and lessons of USAID/Colombia's Private Sector Engagement (PSE) and the sustainability of its interventions during the current Country Development Cooperation Strategy (CDCS) timeframe. In addition, this evaluation should outline the Mission's PSE approach and provide evidence of good practices, opportunities for improvement, and course correction actions that can inform USAID interventions with a PSE component and the next CDCS (2025- 2030).
MELSA is conducting the performance evaluation of the Partners for Transparency (PfT) Activity. This mid-term performance evaluation aims to collect evidence about results and process-level lessons of key components, interventions, deliverables, and outcomes of the Partners for Transparency (PfT) Activity. The evaluation will also provide a context analysis to support USAID/Colombia in making informed decisions about designing and managing programming in transparency. The purpose of PfT is to support locally driven solutions to increase transparency and accountability and effectively reduce corruption in Colombia. This Activity helps strengthen citizen-responsive governance and increase citizen trust. The Activity accomplishes this purpose by leveraging targeted stakeholders' expertise, engagement, and unique positions of influence to achieve the following objectives:
1.Advance national-level government transparency and accountability initiatives.
2.Promote local-level civic participation.
3.Strengthen oversight and control institutions' efforts to fight corruption.
As part of the evaluation team, MELSA seeks a quantitative specialist. The following are some of the key responsibilities and requirements for the position.
Responsibilities:
Oversee the quality of quantitative data collection for the evaluation. 
Perform the descriptive statistics of the primary and secondary quantitative data, which involves tables and graphs as requested by the team leader, and those for the presentation, report, and construction of findings, conclusions, and recommendations. This also includes any data processing other than the descriptive statistics required by the team leader.
Conduct the quantitative analysis for the reports and presentations mentioned in the deliverables, with the corresponding quantitative evidence annexes. This covers the data triangulation process and its corresponding quantitative analysis to answer each evaluation question as requested by the team leader.
Support the team leader in preparing reports and presentations for USAID and the implementation partner. This includes any required participation in the final presentation and report regarding the quantitative analysis.
Oversee the technical deliverables of the data collection firm, including the databases, dictionaries, instruments, reports, Do files, and metadata for the Development Data Library (DDL).
Participate and apply the qualitative data collection instruments in the field.

Esta evaluación de mediotérmino tiene como objetivo recopilar evidencia sobre los resultados y laslecciones a nivel de proceso de los componentes clave, intervenciones,entregables y resultados de la Actividad de Juntos por la Transparencia (JxT).La evaluación también proporcionará un análisis del contexto para apoyar aUSAID/Colombia en la toma de decisiones basadas en evidencia sobre el diseño yla gestión para la programación futura en temas de transparencia. El propósitode JxT es apoyar soluciones impulsadas desde el nivel local para aumentar latransparencia y la rendición de cuentas y reducir efectivamente la corrupciónen Colombia. Esta Actividad ayuda a fortalecer la gobernabilidad ciudadana y aaumentar la confianza de los ciudadanos. La Actividad logra este propósito aprovechandola experiencia, el compromiso y las posiciones de influencia únicas de laspartes interesadas para alcanzar los siguientes objetivos:

1. Promover iniciativas de transparencia y rendición decuentas del gobierno a nivel nacional.

2. Promover la participación ciudadana a nivel local.

3. Reforzar los esfuerzos de las instituciones desupervisión y control para luchar contra la corrupción.

Como parte del equipo evaluador, MELSA busca un EspecialistaCuantitativo. A continuación, se presentan algunos requerimientos yresponsabilidades clave para la posición.

Responsabilidades:

Supervisar la calidad de la recolección de informacióncuantitativa para la evaluación. 
Desarrollar la estadística descriptiva de la informacióncuantitativa primaria y secundaria, lo que abarca la realización de tablas,gráficas u otros requeridos por el líder de la evaluación, así como aquellosnecesarios para el reporte, la presentación y la construcción de hallazgos,conclusiones y recomendaciones. Esto incluye cualquier procesamiento de datosaparte de la estadística descriptiva que sea requerida por el líder de laevaluación 
Realizar el análisis cuantitativo para los reportes ypresentaciones mencionados en los entregables, con los anexos de evidenciacuantitativa correspondientes. Esto abarca el proceso de triangulación deinformación y el análisis cuantitativo correspondiente para responder cada unade las preguntas de evaluación, acorde a lo requerido por el líder de laevaluación. 
Apoyar al líder del equipo en la preparación de informes ypresentaciones para USAID y el socio implementador. Esto incluye laparticipación en la presentación y el reporte final, en cuanto al análisiscuantitativo. 
Participar y aplicar los instrumentos cualitativos para larecolección de información cualitativa en campo.
