Proposal Manager

Role Purpose

This role sits at the center of high‑stakes business development. 

The Proposal Manager acts as a strategic pursuit leader, shaping pre‑RFP positioning, orchestrating decisive workshops, and driving the proposal lifecycle with uncompromising project discipline.

This is not a coordination role. It is a forward‑looking, influence‑led position for a high‑performing professional who wants to shape win strategies, challenge assumptions, and directly impact measurable win‑rates across complex, global pursuits.

Key Accountabilities

Pursuit Strategy & Win Theme Development

• Partner with business leaders to shape pursuits before the RFP stage, developing communication plans, competitor and stakeholder analyses.
• Translate insights into compelling win themes, storyboards, and pursuit narratives.
• Influence pursuit direction by embedding clear, decision‑ready strategies early in the cycle.

Workshop Facilitation & Stakeholder Alignment

• Design and facilitate high‑stakes workshops that drive clarity, ownership, and decisive action.
• Ensure senior stakeholders are aligned on win themes, compliance requirements, and pursuit priorities.
• Operate as a trusted facilitator who can balance candor, calmness, and data‑driven insight under pressure.

Proposal Lifecycle Ownership

• Own the schedule and delivery end‑to‑end, including critical‑path planning, dependency management, risk control, and on‑time submission.
• Lead color‑team and gate reviews, ensuring proposals meet compliance, quality, and brand standards.
• Architect evaluator‑centric narratives, set document structure and look & feel, and partner with designers to elevate visual impact.

Generative AI Enablement

• Operationalize GenAI across the pursuit lifecycle: design prompt patterns, grounded retrieval, critique loops, and maintain reusable libraries.
• Build and maintain light agents to automate intake triage, boilerplate retrieval, compliance checks, and meeting preparation.
• Track adoption and impact of AI tools, ensuring measurable improvements in cycle time, compliance, and quality.

Knowledge Management & Continuous Improvement

• Curate best‑practice content and case evidence for intelligent reuse, maintaining version control and metadata hygiene.
• Run post‑pursuit lessons learned and analytics on cycle time, iteration count, compliance/quality issues.
• Feed insights back into the team to raise standards and improve future outcomes.

• Win themes resonate with evaluators and differentiate the organization
• Proposal submissions are delivered on time, with elevated quality and compliance
• Generative AI tools shorten timelines, improve consistency, and enhance stakeholder engagement
• Lessons learned are systematically captured and drive measurable improvements in win‑rate.

Candidate Profile

Experience & Capability

• Proven track record managing complex pursuits/proposals with mastery of the end‑to‑end bid lifecycle.
• Demonstrated excellence in facilitation and stakeholder influence at senior levels.
• Strong project/program management discipline under tight deadlines.
• Experience coordinating global, multi‑cultural pursuits and orals is advantageous.

Technical Strength

• Fluency in Generative AI for proposals (prompting, grounded answer generation, critique/improve loops)
• Willingness to build and deploy light agents for automation
• Advanced Microsoft 365 capability (Word, PowerPoint, Excel, Teams) with strong habits for version control and secure collaboration
• Fluent in English (verbal and written).
