Program And Position Overview
In Malawi, CHAI supports the Ministry of Health (MoH) across multiple health areas, including HIV. CHAI's HIV program aims to support government stewardship in building a resilient health system that makes it possible to end HIV by 2030. Through this works, CHAI works with the MOH to introduce quality HIV drugs and commodities at affordable pricing, generate evidence that informs policy change for optimal service delivery, strengthen the supply chain among other priorities. The work spans across HIV testing, prevention and treatment, promoting a status neutral approach to HIV testing.
CHAI Malawi therefore seeks a self-motivated results driven individual to support the implementation of this program in close collaboration with MOH. The Senior Advisor – HIV Procurement and Supply Chain will work to strengthen national systems for forecasting, quantification, procurement, warehousing, distribution, inventory management, and capacity building. The TA will report directly to the Director of HIV, STI and Viral Hepatitis and work closely with the Health Technical Support Services (HTSS), National HIV Reference Laboratory, Malawi Blood Transfusion Services, National TB and Leprosy Control Programme, Global Fund Principal Recipients, and other implementing partners. At CHAI, the Senior Advisor will have a reporting line to the Director of Infectious Diseases.
Responsibilities
Key responsibilities include, but are not limited to, the following:
- Capacity Building, Mentorship, and Training (30%)
- Design and deliver block-based training and mentorship programs on forecasting, quantification, procurement, distribution, and inventory management.
- Develop training curricula, modules, and materials aligned with national standards and donor requirements.
- Conduct hands-on mentorship and coaching for national, zonal, and district-level staff, emphasizing performance-based learning.
- Evaluate mentees and mentors through structured assessments and feedback sessions.
- Forecasting, Quantification, and Planning (25%)
- Provide technical input into annual and biannual forecasting and quantification for ARVs, test kits, and related commodities.
- Support development and updating of Health Product Management Templates (HPMT) for Global Fund grants.
- Validate assumptions and methodologies used in quantification to ensure alignment with national guidelines and donor expectations.
- Develop and maintain SOPs and tools for forecasting and quantification processes.
- Generate and disseminate pipeline monitoring and stock status reports regularly.
- Procurement and Pipeline Management (20%)
- Provide detailed stock monitoring and pipeline management reports with delivery dates, lead times, and buffer-stock policies.
- Ensure procurement processes comply with PMRA regulations and international standards.
- Support preparation and submission of procurement requisitions and tracking of deliveries for Global Fund–procured commodities.
- Develop and maintain procurement tracking tools and report on progress, savings, and cost reallocations.
- Engage monthly with procurement agents and PRs to address bottlenecks and ensure continuous supply.
- Warehousing, Distribution, and Inventory Management (15%)
- Provide technical guidance on warehousing and distribution standards, including storage conditions and transportation requirements.
- Review and validate bimonthly distribution lists and ensure timely dispatch and receipt of commodities.
- Support data verification and reconciliation with warehousing agents and partners.
- Facilitate inventory audits and stock verification through supervision visits to warehouses and health facilities.
- Policy, Planning, and Donor Engagement (10%)
- Support development and updating of strategic, sustainability, and implementation plans for supply chain management.
- Contribute to grant proposal development, reviews, and audit processes (LFA/OIG).
- Draft and review technical and policy documents (guidelines, SOPs, sustainability plans).
- Provide inputs for national and donor reports, ensuring alignment with DHA priorities and targets.
Other Expected Deliverables
- Updated forecasting and quantification reports (annual and mid-year).
- Training curriculum and block-based mentorship plan with performance assessments.
- SOPs and user guides for forecasting, quantification, and procurement.
- Procurement tracking tool with up-to-date pipeline and stock data.
- Quarterly supply chain performance reports, including cost savings and efficiency gains.
- Documented capacity-building outcomes with evaluation summaries.
Qualifications
Education
- Master's degree or higher in Supply Chain Management, Public Health, Pharmacy, Logistics, or related field.
Experience
- Minimum 8–10 years' experience in health commodity supply chain management in Malawi or similar contexts.
- Proven expertise in forecasting, quantification, procurement, and inventory management for HIV commodities.
- Strong knowledge of Global Fund and PEPFAR procurement processes and compliance requirements.
- Demonstrated ability to develop SOPs, training curricula, and lead capacity-building initiatives.
- Excellent analytical, communication, and stakeholder engagement skills.
- Familiarity with pipeline monitoring tools, HPMT, and national health logistics systems.
