**General Background**

Chemonics UK is seeking to hire a qualified Operations and Finance Director responsible for the administrative and financial management of the anticipated UK government funded Territorios Forestales Sostenibles, Pillar 3 (TEFOS P3) programme, which will support Colombia in supporting sustainable livelihoods in prioritised deforestation hotspots, through:

- Increasing communities’ skills and knowledge of sustainable agricultural practices and sustainable forest management to protect and increase forest cover.
- Promoting commercialisation and improving market access for sustainable commodities and services through public-private partnerships that protect standing forests.
- Promoting conservation incentives in areas with land use restrictions.

**Key Responsibilities**
- Coordinate with the Team Leader to ensure that strategic and periodic budgets and forecasts are prepared and submitted in a timely fashion and that funds expended are compliant with UK government regulations and policies;
- Ensure the complete documentation and accountability of all financial transactions and preparation and closing of monthly project office accounts;
- Support the development of budgets, conduct budget flexibility analysis, costing of work-plans and assignment of expense codes for use by programme staff in the implementation of activities;
- Ensure systems and processes are implemented effectively to support implementation of project activities, including fraud and risk mitigation practices;
- Oversee procurement efforts for the activity in compliance with client rules and regulations, agreement/contract requirements, and Chemonics policies;
- Supervise Finance and HR team to ensure programme is in alignment with all local labor laws;
- Work with programme and subcontractor staff to ensure a robust budgeting and financial management and tracking system that adequately accounts for programme funds;
- Oversee development, implementation of and compliance with organizational manuals/policies;
- Oversees HR management functions including recruitment, hiring, transition, and termination, benefits administration, performance appraisal, and ongoing performance management
- Oversee procurement, logistics, travel, grants management and security functions

**Experience, Skills, and Qualifications**
- A degree in public/business administration, economics, or other relevant field preferred
- Demonstrated success in managing finances for organizations or programmes with multi-million dollar annual budgets
- Demonstrated success in overseeing operations for complex programmes operating across broad geographic areas and in challenging operating environments.
- Demonstrated experience supporting and working with technical staff to ensure resources are used efficiently and to accurately account for expenditures
- Excellent organizational and supervisory skills and ability to work effectively in a fast-paced environment;
- Detail oriented, and ability to prioritize tasks and support programme implementation while ensuring adherence to required policies and protocols;
- Exceptional computer skills, particularly in Microsoft Excel, and experience using commercially available accounting software
- Demonstrated success in supervising personnel in roles related to accounting, payroll,procurement, and operations and logístical support services
- Knowledge of Government of Colombia rules, regulations, and financial reporting
- A proven ability to work collaboratively with international donors
- Demonstrated leadership, versatility, and integrity
- Fluency in both English and Spanish
- Ability to communicate clearly and concisely both orally and in writing
- Ability to work in Bogotá office, or in the Amazon region of Colombia, with frequent travel between project locations.
