**Instiglio**'s mission is to unlock the full impact potential of governments to deliver meaningful outcomes for their citizens. We support our partners to integrate Results-Based Financing (RBF) in delivery systems and practices, design data-driven performance management systems and strengthen long-term service delivery capabilities of government partners.
Over the last 10 years, Instiglio has influenced practices, capabilities, and policy frameworks of governments and aid institutions, creating ripple effects and shaping how hundreds of millions of dollars are deployed. We have delivered over 100 projects with governments, multilateral organizations, foundations and service providers in 30 low
- and middle-income countries to improve outcomes. This work has covered sectors including education, livelihoods, workforce development, health, gender, and climate. Core contributing factors to the influence Instiglio has had thus far include our commitment to delivering cutting-edge innovative work, our unrivaled focus on impact, and our collaborative, highly skilled and diverse team.
Some of our important milestones include the world's first Development Impact Bond (education, India); the launch of performance-based contracts with governments in Africa (employability, Morocco), the structuring of a $60 million results-based transfer system for local school districts (education, Peru), and facilitating MCC's effective use of RBF through a four-year strategic partnership. Instiglio has also advised pioneer RBF transactions, such as the first Outcomes Fund (poverty graduation, Kenya and Uganda) and an RBF that has transformed the delivery performance of Freetown's water utility (utility management, Sierra Leone).
**Our team**:
We are a team of 60+ people, representing 15+ nationalities, with offices in Colombia, Kenya, Morocco and the USA. Our team of practitioners has extensive development and government experience, including previous roles in impact evaluation (e.g., J-PAL), development banks (e.g., World Bank), country governments (e.g., Rwanda Ministry of Finance, Colombia's National Planning Department, Congress of Colombia), and research (e.g., Harvard's Center for International Development).
Instiglio also partners externally with experts to deliver our projects as a complement to our internal capacity and to leverage on the experts' technical expertise within their niche sector(s).
**About the Project**:
Instiglio is participating in the bid for an upcoming 5-year Education-based project (the Project) whose model is anchored on our results-based financing (RBF) framework.
The Project is aimed at mobilizing international cooperation and private sector investments to achieve measurable cost-effective education outcomes in Colombia. It further seeks to drive impact and scalable education solutions as well as reduce gender gaps in education outcomes for the most vulnerable, and conflict-affected communities. This includes girls, women, indigenous, Afro-Colombians and migrants.
Furthermore, the Project seeks to advance the principles of equity, transparency, and shared opportunity as part of contributions to be made in relation to the theme of Governance.
When fully operational, the Project will be a public-private sector fund that will create a marketplace for affordable education solutions to be replicated or scaled up for the most vulnerable in Colombia. It will strengthen the education ecosystem and improve education public policy, using results-based payments and innovative financing approaches to achieve a more significant impact.
**About the role**:
Your responsibilities will include:
- Ensure the overall quality and management of the Project Team and activities, and ensuring these services meet the client's expectations and needs;
- Provide strategic direction and act as the primary point of contact of the client's Board and Governance committees;
- Lead the process and strategy to develop and maintain national and local networks;
- Represent and advocate for the Project with key stakeholders, including for fundraising;
- Lead the preparation of all key Project documents, as well as overseeing the procedures manual as it relates to implementing of results-based payment challenges and the selected projects;
- Oversee the development of Project strategies including learning and knowledge sharing, advocacy, technical assistance as well as resource mobilization plans.
- Review and approve budgets and financial reports for the Project;
- Lead, plan and coordinate of all results-based payment challenges;
- Maintain an overview of project progress, adjusting as needed and communicating issues as they arise to the Project Executive Committee;
- Regularly communicate with the high-level Project officials and representatives, and other relevant project stakeholders;
