Accountant, Programa Colombia Transforma

**Project Summary**:
The United States Agency for International Development (USAID)/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies. Implicit in this approach is support to the GOC in understanding the unique post
- accord drivers of instability and support for piloting innovative solutions. The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

**Position Summary**:
The Accountant will be responsible for executing the expenses per appropriate accounting standards and procedures set by MSI, USAID and ensures compliance with Colombian laws. This position will help monitor, analyze, and operationalize the financial transactions through automated financial local and Headquarters systems, assist in monthly reconciliation of bank, and help maintain all petty cash transactions and advances, including preparation of primary documentation such as disbursement, receipt slips, and vouchers. The position is a fixed-term labor contract. The Accountant will be based in the main office in Bogota and is part of the Finance Team.

**Responsibilities**:

- Responsible for the input of all accounting data, ensuring compliance with project expenditures.
- Support preparations of monthly financial reports for MSI Headquarters, in addition to any other financial reports that may be required.
- Work closely with the External Auditor and Finance Coordinator to review account balances and monthly financial reports.
- Provide support on wire transfer request preparations with MSI Headquarters.
- Ensure the payment of goods and services under contract for the program.
- Prepare appropriate tax returns and any other information.
- Review and verify invoices for the purchase of goods and services for the program.
- Ensure that all financial transactions are up to date in the accounting system.
- Perform monthly reconciliations of bank settlements.
- Report and inform the Chief of Party/Deputy Chief of Party of any inconsistencies encountered within the MSI accounting process in a timely fashion.
- Participate in the verification of quotes for acquisitions of the project, in conjunction with the Deputy Chief of Party.
- Responsible for all accounting transactions including payroll and social security payments.
- Ensure that scanned financial files are uploaded and updated on Egnyte.
- Prepare and maintain updated information for audits.
- Propose improvements in the accounting process and procedures for recording transactions per necessary.
- Review and audits of petty cash - Regional debit cards.

**Resumen del cargo**:
El Contador es responsable de ejecutar los gastos según las normas y procedimientos contables apropiados establecidos por Management Systems International (MSI), la Agencia de Estados Unidos para el Desarrollo Internacional (USAID), y asegura el cumplimiento de las leyes colombianas. Esta posición ayuda a monitorear, analizar y operacionalizar las transacciones financieras a través de los sistemas automatizados financieros locales y de la oficina central, asiste en la conciliación mensual del banco, y ayuda a mantener todas las transacciones y anticipos de caja menor, incluyendo la preparación de la documentación primaria (boletas de desembolso y recibo, comprobantes). La posición tendrá un contrato laboral a término fijo. El puesto estará basado en la oficina principal de Bogotá y forma parte del equipo de finanzas.
