The Vice Presidency for Corporate Support (COSVP) integrates Budget and Business Administration, HR, Communication, Strategy, and Information & Technology functions under one umbrella to enable the execution of IFC's management and operational needs in the best way. Within COSVP, the Budget and Business Administration department (CBA) plays a pivotal role in allocating IFC scarce resources and aligning them to IFC 3.0 by leveraging budget as a management tool to mainstream the corporate strategy, creating profitability and efficiency metrics, improving the scorecard, and overseeing procurement and facilities administration.

The Finance Unit (CBALA) supports the Latin America and Caribbean and Europe Vice President (CELVP) and is responsible for work program planning, budgeting, financial reporting, and resource management for all the offices in the Latin America and Caribbean (LAC) region. Overall, CBALA maintains cost efficiency and effective controls over all financial transactions and provides support for effective management of resources.

Within the CBALA unit, CBA is seeking a Finance Analyst for the LAC region who will be responsible for providing analytical support to LAC Management. The Finance Analyst will support the regional budget management, support internal controls, prepare periodic reporting, and participate in related activities for the Bogota Hub country office. Based in Bogota, Colombia, the Finance Analyst will be reporting to the Finance Officer responsible for regional resource management in LAC, based in Mexico City. S/he will work closely with the Heads of the Country Offices, operations teams, as well as the ACS and finance function colleagues from both IFC and IBRD across LAC and CBA.

**ROLES AND RESPONSABILITIES**:
**Financial Planning and Budgeting**
- Support the Finance Officer on the LAC regional budget formulation for regional resources according to work program requirements for the region.
- In partnership with the Human Resources function and the CBA Budget Network, prepare staffing needs projections and respective budget requirements for the LAC regional offices.
- Work in collaboration with country managers/officers and country office accountants to allocate country office budgets, balancing needs with total allocated resources.
- Support LAC Country Based Budgeting including critical financial analyses.
- Undertake budgeting and analyses on LAC region overheads.
- Work closely with Real Estate and Facilities Team on finance related matters for LAC.

**Resource Management (including staffing, developmental assignments, and mobility benefits)**
- Ensure actual staff records and planned positions in PeopleSoft have correct and updated budget information including funding sources and governance on staff recruitment / movement processes.
- Ensure accurate information is reflected for unit staffing and budget forecast in Business Planning and Consolidation (BPC) system.
- Support the central point for mobility benefits budgeting and execution of ceilings in the Region.
- Prepare financial planning form for staff on Developmental Assignments (DA)/Short Term Assignments (STA) and guide staff on payment/ reimbursement requests for DA and STA allowances & check that payment requests are in accordance with policy.
- Monitor World Bank Group travel policy compliance, lead on expenditure review actions and follow-up.
- Review expenses periodically and determine non-eligible expenses for reposting to appropriate sources of funds.

**Financial Reports, Analytics and Business Intelligence**
- Collaborate with CBA Resource Management Teams to share corporate level best practices and guidelines in reporting analytics, forecasting and business intelligence.
- Support the Finance Officer to prepare monthly total resources and budget reports for the LAC Directors.
- Prepare monthly forecast on as needed, integrating all source of funds, and update systems.
- Work with Rea Estate and Facilities unit to on office ecology and other analytics.
- Prepare ad-hoc analysis as requested or proactively as may deem useful to clients.

**Country Office Accounting and Controls Support**
- Support assigned country office as Country Office Accountant as a backup function.
- In this function, perform the accounting related transactions (vendors and staff payments, imprest account and asset management, staff financial assistance, etc.).
- Review ePayables transactions and ensure compliance of the requests, and correctness of the entries.
