**Team Leader, Territorios Forestales Sostenibles (TEFOS) Sustainable Livelihoods Pillar**

**Project Overview and Primary Duties and Responsibilities**:
Palladium is seeking a Team Leader with experience working in partnership with the public and private sector in Colombia to support the promotion and scale up of sustainable economic activities that promote conservation in Colombia’s deforestation hot spots.

TEFOS Livelihoods Pillar is a 3-year component of a 6-year programme funded by the UK Government that that aims to slow, halt and reverse deforestation in Colombia. Pillar 3 aims to promote/provide sustainable economic activities that promote conservation and allow rural populations in deforestation hotspots to diversify their income streams through value standing forests.

The Team Leader will be responsible for the overall management and leadership of the project including strategic guidance and leadership, project and team management and client and corporate reporting. The Team Leader will act as the primary project representative for relevant local stakeholders including the Colombian government, civil society and private sector partners as well as with UK Government representatives in Colombia and the UK.

The Team Leader is accountable for ensuring that the project achieves its outcomes, that all project outputs / deliverables are delivered in line with the project schedule, and that financial, operational and reporting requirements of the client are met. The Team Leader will also be responsible for leadership and management of the team, including supporting the professional development of team members. The Team Leader will also manage relationships with any project delivery partners, including ensuring that contractual obligations are met. The Team Leader will work closely with support teams in the UK and be expected to engage collaboratively with other relevant projects working in Colombia and globally to share lessons and support Palladium’s global impact mission. The Team Leader will also be responsible for implementation of the project’s security protocol for travel within the red security areas of the country.

The team leader needs to be based in Bogota. Other cities in Colombia may be considered.

**Responsibilities**

**Program Leadership and Management**
- Provide overall guidance and strategic direction to all aspects of the programme, ensuring that project activities are implemented to a high quality within expected timeframes and that the expected results are achieved.
- Work with the project team to identify projects, businesses and initiatives in the target regions that demonstrate potential for conservation and livelihoods impact, and design and deliver interventions to support the incubation and scale up of these activities.
- Ensure timely delivery of quality services and contractual commitments in the head contract, including milestone deliverables.
- Lead timely and accurate reporting in line with the client reporting requirements as well as for submission of internal reports to Palladium.

**Client and Stakeholder Relationships**
- Maintain an excellent working relationship with the relevant Colombian government stakeholders at the local and national level as well as representatives of UK Government at the British Embassy in Bogota and internationally
- Represent the programme in external meetings with government, civil society and private sector stakeholders.

**Personnel Management**
- Act as line management for direct reports and oversee the performance management of the entire team, including ensuring the professional development of the team
- Participate as required in HR management including but not limited to recruitment and contracting, performance management, disciplinary and grievance proceedings, and learning and development;
**Security and Safeguarding**
- In collaboration with Palladium’s safety and security team, ensure appropriate and adequate security protocol is followed, particularly for travel to high security risk zones of the country
- With support from the Safeguarding Focal Person, complete and update the project’s Safeguarding Risk Assessment and Management Plan;
- With support from the Safeguarding Focal Person, ensure that staff receive appropriate training on Safeguarding, including specific training on child protection where engagement with children is anticipated;
- Provide oversight and management of safeguarding activities on the project and raise any issues for escalation to the Project Director;
**Financial and Operational Management**
- Assume responsibility for the project budget expenditure in line with agreed budgets, and for financial reporting in line with Palladium and client requirements
- Oversee and provide quality assurance of monthly project forecasts in collaboration with the project team.
