**Project Summary**:
The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies. Implicit in this approach is support to the GOC in understanding the unique post
- accord drivers of instability and support for piloting innovative solutions. The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.
**Please note: Only Colombian citizens are eligible for this position.**
**Position Summary**:
The Logistics and Security Officer (LSO) supports the Security Manager (SM) in security management, acting as the central hub for communication and intelligence for Colombia Transforma 3 and supervising all security-related matters for the program. The position is a fixed-term labor contract.
**Responsibilities**:
- Analyze and continuously monitor the security conditions within the country in general, and specifically in the areas where the project operates through local media and safety reports, as well as information collected from field staff, teams in the regions, and local contacts.
- Make recommendations to the SM regarding the operations and security strategy of the program.
- Support the assessment of security risks that may impact the movement of personnel and security in different parts of the country and communicate these risks in a timely manner to the SM.
- Collaborate in the development and implementation of Security and Contingency plans.
- Observe the program's operating environment, produce risk matrices, regularly update assessments, and support in the development and updating of security procedures and plans as required.
- Collect and analyze security context information to guide and alert the SM of security risks and disruptions that affect the Program.
- Constantly monitor the travel of staff and program consultants according to security policies and procedures.
- Accompany staff in the field to support logístical and security issues at local and national level events as required.
- Maintain a list of staff contacts updated according to personnel movement and draft reports for the Chief of Party (COP), Deputy Chief of Party (DCOP), Headquarters, and SM.
- Participate actively in the Occupational Health and Safety Management Systems.
- Organize and manage the emergency teams in the offices where the program operates.
- Deploy locally and nationally as required to fulfill tasks assigned by the SM and/or DCOP.
- Contribute to the logístical organization for maintaining the security of goods, services, and people in the operational environment.
- Perform other tasks assigned by the SM or DCOP.

**Resumen del cargo**:
El Oficial de Seguridad y Logística (LSO) apoya al Gerente de Seguridad (SM) en la gestión de seguridad, actuando como eje central para la comunicación e inteligencia para Colombia Transforma 3 y supervisando toda el área de seguridad del Programa. La posición tendrá un contrato laboral a término fijo.
**Responsibilities**:
- Analizar y hacer seguimiento continuo a las condiciones de seguridad del país en general y específicamente en las áreas donde trabaja el proyecto mediante los medios locales, informes de seguridad e información recopilada del personal de campo, equipo en región y contactos locales.
- Hacer recomendaciones al Gerente de Seguridad para la operación y estrategia del programa.
- Apoyar la evaluación de los riesgos de seguridad que pueden impactar el movimiento del personal y la seguridad en distintas partes del país y comunicar dichos riesgos de manera oportuna al Gerente de Seguridad.
- Colaborar en el desarrollo y la implementación de los planes de Seguridad y Contingencia.
