We are seeking a Senior Communications Surveillance Controls Manager to lead and oversee the execution of Global Communications Supervision Procedures on behalf of Global Banking Markets (GBM) Internal Controls.

Job Description

The successful candidate will be responsible for:

  • Leading a team of Senior Analysts in the execution of Global Communications Supervision Procedures, including directing and/or supporting reviewing activities, and ensuring they are conducted expertly, professionally, and effectively.
  • Championing a customer-focused culture and leveraging broader Bank relationships, systems, and knowledge.
  • Maintaining expert knowledge of GBM products, Communication Surveillance upstream and downstream workflows, Bank processes, policies, procedures, and applications related to the Global Communications Supervision Procedures.
  • Applying capital market and regulatory obligation knowledge in the review and analysis of communication surveillance controls and activities.
  • Assisting management in executing high-risk regulatory and operational controls, ensuring applicable documentation (including handbooks, test plans, methodology, schedules, reporting, etc.) is up to date in accordance with the Global Communications Supervision Procedures.
Key Responsibilities

The Senior Communications Surveillance Controls Manager will be responsible for coordinating the execution of GBM Communication Supervision Procedures, supervising reviews of Flagged Alerts for identifying potential non-compliant behaviors and lack of compliance with Bank policies, executing Communication Surveillance Controls related to data completeness and accuracy.

This includes:

  • Coordinating the review, assessment, disposition, and documentation of alert reviews in accordance with GBM Communication Supervision Procedures and standard times.
  • Warranting the confidentiality of the information is always maintained and confirming that recording review results are concise and accurate.
  • Ensuring timely escalation and documentation of alerts to Level 2 teams when required according to escalation procedures.
  • Executing reviews in accordance with relevant policies/procedures and preparing reports on review findings and communicating these to appropriate partners.
  • Identifying problems (outliers) and anomalies; making informed observations.
  • Coordinating the execution of the data feed control and related communication surveillance controls, maintaining constant monitoring to comply with associated regulations.
  • Ensuring timely review of alerts as part of remediation efforts or management of backlogs.
  • Executing quality control processes to be centralized and carried out for both Level 1 and Level 2 teams alerts.
  • Supporting the execution of the social media control in accordance with the GBM Social Media Guidance.
  • Leading the execution of all controls related to the upstream and downstream processes of Communications Surveillance in accordance with the requirements set forth by the Global Governance team and the regulations associated with them.
Requirements

To be successful in this role, you will need:

  • 3-5 years of experience in market abuse in capital markets.
  • Experience in managing a team.
  • Strong problem-solving, critical thinking, and negotiating skills.
  • Strong written and verbal skills (must be able to prepare documentation and interact effectively with other Bank departments).
  • Good accountability and time-management skills.
  • Thorough knowledge of Bank's regulations, policies, procedures, operations, and functions (preferred but not required).
  • Working knowledge of the roles and responsibilities of Global Banking & Markets business units and related business functions across Canadian & International Banking units including various delivery channels.
  • Strong proficiency of Excel.
  • Solid understanding of the financial and capital markets services industry, with particular emphasis on multinational and corporate clients/operations.
  • Prior experience conducting communication surveillance would be highly desirable.
  • Ability to navigate relationships in a highly matrixed organization.
Education and Language Skills

We are looking for candidates with a Bachelor's degree in economics, business management, finance, or accounting. Bilingual (Spanish/English) is required, with a strong proficiency level of B2-C1. Portuguese speaking is preferred but not required.

Salary Range

The estimated salary range for this role is $80,000 - $120,000 per year, depending on experience.
