Job Description (Roles and Responsibilities)

**Main purpose of job**:
This role will sit in the Political Section and will be at the heart of the British Embassy’s work to help consolidate Colombia’s peace process and human rights agenda. The postholder will investigate and report on the human rights context in Colombia, and will manage funds to achieve the Embassy’s objectives on human rights.

The postholder will work with directly with the Director of Colombia’s Conflict Security and Stability Fund (CSSF) Peace Programme, leading on implementing the human rights strategy, managing funds associated with the human rights agenda and supporting the Director to manage other CSSF funds also (£6.3M in 2021/22). The postholder will join the Political Section at an exciting time as we bring together the policy and programme elements of all UK human rights work in the Embassy.

Based in Colombia, but with some regional travel, the postholder will assist in bringing together two separate fund streams - one relating to peace and stabilisation under the CSSF portfolio and the other relating to human rights - so that they form one coherent and impactful UK programme.

The postholder will develop and engage with relevant contacts to provide information and analysis in ensuring that HMG’s human rights and political objectives in Colombia are being met, including around the Venezuela humanitarian crisis.
- Ensuring CSSF and other human rights programme resources are being used to maximum effect in a fast-changing, challenging and innovative environment, the postholder will play a leading role in this transition by:
- helping to manage current projects and designing new ones;
- liaising directly with partners and stakeholders to manage existing and new activities;
- overseeing financial and impact reporting and;
- ensuring a sound evidence base for the programme including against cross-cutting themes such as gender, environment and conflict sensitivity.

**Roles and responsibilities / what will the jobholder be expected to achieve?**:
CSSF Programme Management (65%)- Lead in the design and delivery of new peace and related human rights projects.
- Manage pre-existing project lines and develop new project ideas together with the CSSF team and assist with promotion/organisation of activities in furtherance of programme objectives
- Support team in preparing projects and programme documentation and reporting for the CSSF as a whole, including monitoring and evaluating programme outputs and developing strategies to meet the programmes’ cross-cutting thematic obligations (particularly in relation to gender).
- Quality assure project-level delivery, including reporting and financial management, ensuring key results are met and, as necessary, escalating any issues, risks and challenges faced by the projects through appropriate channels.
- Manage contracting and grant making processes in line with CSSF & FCDO process and procedures and Colombian law.
- Liaise with implementing partners to ensure the effective delivery of projects and the meeting of CSSF & FCDO programme management requirements
- Support the team with financial tasks arising out of programme development including tracking and monitoring overall programme spend; ensuring accurate forecasts for the whole programme are provided to the Programme leads; identifying fiduciary risks and undertaking the day-to-day management of project funds with implementing partners.

Human rights strategy, policy and outreach (35%)
- Lead human rights policy and programming for the British Embassy, by constantly updating the UK Human Rights Strategy in Colombia, and ensuring available resources are allocated to support it.
- Undertake research and analysis into local human rights contexts in Colombia to help meet reporting requirements as a UK Human Rights Priority Country.
- Lead and formulate strategies on Human Rights Defenders, Media Freedom, Preventing Sexual Violence and Peace Implementation.
- Support responses to UK Parliamentary enquiries and senior briefings.
- Organise and support lobbying of relevant Government members/agencies.
- Build and maintain key stakeholder relations across civil society organisations, Colombian Government representatives and state institutions, and other political actors in relation to human rights.
- Provide technical advice on peace, stabilisation and human rights issues, analysing and identifying trends in Colombia impacting UK policy and programme development and providing technical opinions.

**Resources managed (staff and expenditure)**:
Responsible for direct management of c. 2 million within the Programme and supporting delivery of overall £6.2m for FY 21/22.

Currently no requirement to manage less senior staff.
