Job Description (Roles and Responsibilities)

**Main purpose of job**:
The Department for International Trade (DIT) is responsible for promoting UK trade and investment with the rest of the world. Colombia is a high potential market for the UK. Working with British Embassy Colombia, DIT regional and UK colleagues, as well as the Colombian private and public sectors, the successful applicant will contribute to UK economic growth and jobs across one or more sectors. This will be done, principally, by supporting UK exports and investment into Colombia.

**Roles and responsibilities / what will the jobholder be expected to achieve?**:
Energy covers primarily Renewable Energies (OSW, Green Hydrogen), but also covers other energy sources (O&G, mining, hydro), with a focus on decommissioning, net zero neutrality and others. The increase of commodity prices and new policies towards opening the energetic matrix for foreign companies, has raised interest for UK companies interested in entering the market. These sectors demand work on market access issues and tariff and non-tariff barriers that need to be addressed for UK companies to have a smooth entrance in Colombia. In addition, the International Climate Fund and the Partnership for Sustainable Growth, amongst other UK programmes and funds, have defined a series of activities and projects to develop energy transition, energy efficiency and sustainable mobility, to which the DIT will support by attracting UK companies in these areas to support these goals. Additionally, UK-lead financing, through UKEF, plays an important role as additional leverage for UK companies and project developers; the Energy Officer will need to understand UKEF’s roles and responsibilities and work jointly with UKEF staff.

1) Leading the DIT energy work in Colombia, increasing UK companies’ exports to the Colombian market through planning and executing well-planned interventions (meetings, introductions, events, marketing, partnerships, government engagement etc.), resulting in the delivery of a highly ambitious export value target across the sector for which the Officer is responsible for;
2) Project managing a diverse “pipeline” of trade-related projects, in conjunction with UK and regional sector team colleagues, in line with DIT high value campaign guidance to support future UK exports, moving quickly from identification of major opportunities to commercial wins;
3) Developing a robust understanding of market access barriers affecting the sector, a prioritised assessment of these and an action plan to address these via appropriate levers, to ensure companies’ concerns about the Colombian business environment are suitably addressed and enhance the reputation of British industry in Colombia

5) Identifying potential investment opportunities for UK stakeholders, identifying clear and specific export opportunities as part of the investment’s supply chain offer:
6) Working in close partnership with other Embassy teams, as required, including helping to secure secondary benefits (commercial wins) from UK government programmes and funds (International Climate Fund, Partnership for Sustainable Growth and others), to ensure that UK companies can participate in public and private procurement processes and have a stronger presence in Colombia;
7) Become one of the senior points of reference on renewable energy export and ODI opportunities in the DIT LATAC network, coaching less experienced colleagues in the Andean subreqion, advising the D6 LATAC Energy lead, working closely with the DIT LATAC regional team, including senior management, the Northern Powerhouse LATAC representative, the Midlands Engine LATAC representative and the UKEF Regional Director for LATAC, to identify and develop additional opportunities to be included in the trade-related pipeline of projects.

8) Briefing Embassy, DIT (LATAC and Colombia), FCDO and Colombian Government mid and high-level officials, as well as high level businesses on UK Government objectives, focused on their economic and commercial impact.

9) Line management of B3/A2 staff within the DIT Colombia and/or Andean subregional team.

10) Sound management of DIT Colombia resources the officer is responsible for, including forecasting and reviewing the budget allocated to the officer’s sector(s) at least quarterly to ensure that all delegated funds are between 99 and 100% spent by the end of the financial year;
11) Supporting the wider work of the DIT Colombia team and other Embassy sections (when required), including regional engagement, internal coordination and planning, events, analysis and briefing;
12) Identifying and taking-up opportunities to improve existing skills and/or develop new ones;
13) Fulfilling the requirements of performance appraisal process, including establishing and executing a personal development plan; and

14) Performing other reasonable tasks as requested by the Director and Deputy Director of DIT Colombia.
