Job Description:
**Purpose**
**Duties and **Responsibilities**
**Project **Design**
- Utilize data and provide analysis to inform design choices, such as data from previous or related projects for lessons learned, or contextual data for root cause analysis
- Contribute to and provide technical review of project logic model, change map, activity map, and/or results frameworks
- Help program teams draft the monitoring and evaluation sections of project solicitation documents, and advise program managers on the rigor and feasibility of project proposals
- Help program teams draft monitoring and evaluation plans for existing programs that INL implements directly (without an implementing partner)
- Ensure use of quality indicators and inclusion of appropriate INL measures for data verification and data quality assessments
**Data** Management*
- Maintain INL section’s portfolio of projects in DevResults (INL performance monitoring database)
- Work with INL program managers and implementing partners to ensure baseline data is collected at the start of all projects and set targets when applicable
- Conduct, in coordination with INL program managers, data verification activities for ongoing projects, including site visits
- Perform data quality assessments for INL strategic indicators
- Ensure implementing partner and partner government compliance with timely data reporting
- Data entry and cleaning when necessary
- Assist program managers to review and update project monitoring plan periodically, recommended annually at minimum
**Data Analysis and Visual** Storytelling*
- Analyze project reporting data for decision-making purposes as requested
- Conduct end-line assessments of all projects to evaluate results
- Use software to visualize reported data to inform INL senior management and program manager decision
- making
- Create knowledge products such as reports, presentations, memoranda, and infographics
- Share and report data as requested by program managers and leadership
**Data-Driven Learning **Collaborate with program managers, implementing partners, and/or other stakeholders such as partner government officials to hold periodic data reviews for individual projects
- Shape strategic or portfolio reviews around available data for decision-making and contribute knowledge products
- Ensure key take-aways from previous project results are incorporated into the design of new projects
**Job Requirements**:
**Minimum **Qualifications**
**Education**
A Bachelor’s degree in international development, international relations, economics, statistics, monitoring and evaluation, project and/or program management, business administration, or management studies.
**LANGUAGE **LEVEL**
Language Proficiency: Spanish and English proficiency Level III (speaking, reading, writing, and listening) good working knowledge is required.
**Experience**
- Prior work Experience: A minimum of five (5) years of progressively responsible experience in development and implementation of projects and/or programs, development of program related evaluations and statistical analysis, development of strategic design and program policy, development of program impact indicators, data collection and analysis, performance reporting, development and utilization of programmatic monitoring tools, performance evaluation coordination, impact evaluations and knowledge management with international development organizations, government institutions, donor organizations, or diplomatic missions is required. Experience and knowledge of counternarcotics, criminal justice, rule of law, policing, corrections, anti-corruption, and government procurement processes is preferred but not required. Monitoring and evaluation: The job holder must have a thorough knowledge of research, project design, monitoring, and evaluation.
- Data analytics: The job holder must have advanced data literacy skills, including the ability to read, understand, analyze, visualize, and explain qualitative and quantitative data, as well as assess its quality. Advanced skills with data analysis and visualization tools, such as PowerBI, Tableau, R, or Python are a must.
- Verbal communication: Exceptional communication and inter-personal skills are critical, and the job holder must be able to interact with a broad range of internal and external partners. S/he must be able to communicate effectively with INL staff at all levels and technical representatives of beneficiary institutions. Job holder must also be able to communicate effectively and accurately with varying levels within the U.S. Government structure including representatives of other agencies at Post, and INL’s Washington-based DME network.
- Writing and reporting: The job holder must be able to draft professionally prepared briefing documents, including technical reports based on data and analysis but written in everyday English and requiring few or no editorial changes.
