**Senior Project Controls Manager**

**The Project**

Colombia based project.

Key scope, full project lifecycle including land acquisition, environmental permitting, engineering procurement, construction, commissioning and ramp up.

**The Role**

The Senior Project Controls Manager is responsible for provide independent oversight and reporting of project scope, schedule and cost. This professional will gather, manage, analyze and report project related data for use by Project Management to ensure a successful project through effective, informed and timely decision-making.

Your responsibility will include develop, oversee and manage the project budget; track and report commitments and expenditures against this budget; provide a forward-looking vision including cost forecasting and contingency risk analysis and oversee project contracting and procurement activities.

**The Responsibilities**

Cost Control:

- Develop control account structure to meet project control needs as well as CNL accounting and financial needs;
- Establish and implement baseline budget for reporting purposes;
- Implement and maintain project controls system;
- Oversee development of estimate updates as necessary;
- Review requests for new commitments; provide cost coding and budget analysis;
- Prepare and distribute monthly cost report; focusing on commitments and estimate at completion.

Change Management:

- Establish process for identifying, notifying, and approving/rejecting all potential project changes and deviations from baseline documents;
- Prepare trend notices; capture changes originating from engineering, procurement, construction and CNL self-performed scope;
- Establish and maintain project change log; review changes with Project Manager;
- Review ATCs for budget and contingency impacts; ensure changes in PRISM are executed when ATC has been approved;
- Identify scope changes; prepare supplemental AFEs as necessary.

Scheduling, Progress Measurement and EV Reporting**:

- Compile and manage level 4 schedule in P6, with basis of schedule
- Oversee physical progress reporting by EP and CM;
- Establish and implement procedures for earned value (EV) management;
- Oversee and evaluate construction progress and provide reliable cost forecasts.

Project Accounting:

- Perform invoice reviews; work with contractors to resolve exceptions;
- Ensure invoicing complies;
- Coordinate invoice payments with the financial area;
- Reconcile and understand differences between project cost and accounting data;
- Provide information required for fixed asset valuation/capitalization;
- Support internal and external financial audits.

Treasury Management:

- Prepare weekly and monthly cash flow projections for all project expenditures;

Project Reporting**:

- Establish project reporting including types of reports, formats, frequency and distribution;
- Coordinate the preparation of project monthly report.

Financial/Economic Model**:

- Maintain, update and revise financial/economic model to provide timely information to Project Management;

Document Control:

- Oversee and maintain procurement and contract execution documentation throughout project execution;
- Ensure procedures are established for controlling drawings, specifications, engineering reports, equipment operating and maintenance manuals, and contractual warranties.

**The Requirements**
- Bachelor’s degree in Engineering, Business, International Business or equivalent related degree;
- Minimum 15+ years, major projects;
- International experience;
- Experience in Engineering, procurement, construction and commissioning;
- Good tenure, full project lifecycle;
- Commitment to continuous improvement, root cause analysis, problem-solving, risk identification and control required; must be analytical, strategic and pro-active;
- Experience in designing and implementing project controls procedures as well as required progress and financial reporting;
- Demonstrated experience in project cost control and forecasting, contract management process, logistics, schedule control, capital asset control and financial reporting requirements;
- English speaker;
- Results-driven.

**Compensation**

The Company will provide an attractive remuneration package.

Contract residential role, project 3 years, initially Bogota based for EP phase (12 months), then to site (24 months) for construction. Company will provide accommodation, annual leave/travel, annual performance bonus, retention/completion bonus.
