Primary Duties and Responsibilities:
The UK PACT (Partnering for Accelerated Climate Transitions) programme aims to improve the effectiveness of key institutions (public, private, and civil society) in partner countries so that they can deliver accelerated emission reductions and raise the ambition of their Nationally Determined Contributions (NDCs) targets. Through its focus on NDCs, the programme supports the UK’s COP26 efforts that aim to review NDC commitments and strengthen ambition.
Climate change necessitates urgent action to reduce GHG emissions and transition to renewable energy sources to limit global warming. However, this transition must be managed in a way that does not exacerbate existing social inequalities or create new ones. A just energy transition framework ensures that the benefits of renewable energy adoption are equitably distributed across society, minimizing the burden on vulnerable communities and workers who may be adversely affected by the shift away from fossil fuels.
As part of our work in Colombia, UK PACT is looking for an Electrical Engineer to provide support to the Institute for Planning and Promotion of Energy Solutions for Non-Interconnected Areas (IPSE). The objective of the IPSE is to expand the coverage of the energy service and improve its provision across Colombia.
IPSE requires an electrical engineer to provide technical support in the structuring, design and supervision of new and active energy projects (between 10-15), mainly in energy communities. This assignment will be full-time, based in Bogotá for a fixed term of 12 months.
The main activities to be carried out by the engineer include:
Evaluate and technically make viable the projects that are presented to the Institute to be financed with resources from the General Budget of the Nation and in general with resources from the state financing funds.
Analyse the energization projects from an electrical component and issue the respective technical concept of compliance with requirements, as well as the corresponding monitoring plan.
Issue technical concepts in the formulation and structuring of energy projects for the national territory as well as the projects presented for the viability of the Institute, carrying out the analysis of the specifications and technical conditions of the contracts.
Provide technical support to the supervision of contracts that are designated and/or agreements executed or signed associated with the formulation, design and structuring of projects for the expansion of coverage or improvement of the infrastructure for the electrification.
Carry out the trips requested by the contract supervisor, present the required reports and legalization documents in the formats required by the MME.
Participate in meetings and work sessions to provide technical support in order to clarify or adapt the energy projects that are presented to different financing funds, structured by the MME, by providers of service, by territorial entities and energy project structurers that require this technical support.
Support the scoping of UK climate cooperation programmes; as well as, the articulation within the Ministry of Mines and Energy to support the delivery of UK priorities in the just energy transition sector in Colombia.
Required Qualifications:
Graduate professional in electrical engineering (or related areas) with considerable experience in the field. Excellent written and verbal communication skills in Spanish and English. Experience in the design and evaluation of energy solutions (all generation sources), microgrids, individual solutions, regulatory issues, financial and technical sustainability. Demonstrated ability to manage multiple projects, ensuring timely delivery and compliance with technical standards Experience in monitoring and reporting on project progress, including the preparation of required reports and documentation Excellent communication skills to effectively liaise with various stakeholders Strong problem solving skills to address technical challenges and ensure successful implementation of projects. Ability to provide innovative solutions to enhance energy project effectiveness
