This is an expedited recruitment process open only to:

Context

Under direct supervision of the Chief of Mission (COM), in close collaboration with the Senior Resources Management Officer and the Deputy Chief of Mission (DCoM) in IOM Colombia, supported with functional guidance from the Regional Risk and Compliance Officer (RO AMCA), Institutional Risk Division at Headquarters (HQ), the Risk Management and Finance Compliance Officer will contribute substantially to the development and implementation of risk management and financial compliance systems, contribute to internal control strengthening, and ensure adherence to financial regulations through effective management, accurate reporting, and transparent use of resources in IOM Colombia.

RESPONSIBILITIES

Develop and improve compliance processes to maintain an effective internal control environment.

  • Work closely with Programme Managers and RMU to ensure that SOPs of all projects are revised to include relevant compliance related information, covering all relevant risk and controls, etc.

  • Monitor the use of IOM resources for conformity with approved strategic/project plans, IOM rules and regulations, and donor agreements, ensuring proper documentation and verification.

  • Monitor compliance of operations with IOM rules, regulations and policies, corporate operational strategies, and expected results; review transactions and/or procedures and flag any inconsistencies.

  • Monitor and analyze financial reports to identify anomalies or potential risks and provide timely alerts and analytical inputs to the CoM, DCoM and Senior Resources Management Officer(SRMO).

  • Contribute to strengthening internal controls by reviewing documentation and control mechanisms for the selection, monitoring, and verification of vendors, consultants, third party contractors, implementing partners, and grantees.

  • In coordination with the SRMO, contribute to the implementation of proper planning, expenditure tracking, and verification of financial transactions, including extra-budgetary income, in accordance with IOM rules and regulations.

  • Contribute to the development of a financial record-keeping system that ensures the organization and accessibility of documentation. Contribute to preparing for and responding to internal and external audits and follow up on the implementation of audit recommendations.

  • Support management in integrating risk management into decision-making, planning, and resource allocation in coordination with relevant units.

  • Coordinate the regular updating of risk registers and monitor the implementation of risk treatment plans.

  • Collect and prepare risk information for internal and external dissemination to support decision-making.

  • Analyze and interpret financial policies of IOM and donors to recommend solutions to complex financial issues, in coordination with the Senior Resource Management Officer and the Regional Office.

  • Travel on short notice within the country to support compliance and risk-related activities.

  • Analyze data on fraud incidents and fraud risk indicators.

QUALIFICATIONS

Education

  • Master's degree in Business/Public Administration, Finance, Accounting, Audit, Compliance, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Risk Management Assurance (CRMA) or Certified Fraud Examiner (CFE) is an advantage.

Experience

  • Knowledge of and working experience with Enterprise Risk Management frameworks, such as ISO 31000 and COSO;
  • Knowledge of and working experience of Internal Control Frameworks, systems, and reviews;
  • Exposure to and experience in UN or humanitarian field operations and emergencies in various geographical locations and multiple functional areas;
  • knowledge of IOM accounting systems, software and procedures a distinct advantage;
  • Experience in monitoring and evaluation and/or audit an advantage; and,
  • Working experience in complex environment.

Skills

  • Proven ability to work with the highest standards of confidentiality and discretion, ensuring sensitive information is handled with integrity and professionalism.

Languages

IOM's official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and Spanish is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.
