**Project Summary**:
This five-year Third-Party Monitoring and Evaluation Project will establish increased access to independent, impartial information on the outputs, progress, quality, challenges, and successes of selected humanitarian assistance projects. This project will provide a comprehensive range of verification, monitoring, and evaluation services that will improve the quality of programming, allow for real-time program adjustments, and increase accountability to beneficiaries. The project will confirm that assistance is addressing the urgent needs of target beneficiaries by conducting monitoring that applies Do No Harm approaches and cognizant of the trauma suffered by recipients.

**Position Summary**:
The Third-Party Monitoring (TPM) Analyst will work closely with the Monitoring and Evaluation (M&E) Specialist and Deputy Chief of Party (DCOP) to provide regular support and guidance in the areas of data management, evaluation, and reporting. The TPM Analyst will conduct independent evaluation of quantitative and qualitative data collected by the project and will develop timely and concise analytical reports from this analysis. The TPM Analyst will also have a strong role in quality assurance, including the review of site visit data and draft reports conducted by other members of the team and third-party contractors. In addition, the Analyst will conduct desk studies to inform site visits and Data Quality Assessment (DQA) data collection. The position will report to the M&E Specialist and will be full-time.

**Responsibilities**:

- Develop and execute data analysis plans for discrete tasks based on Tetra Tech/MSI’s analytical framework for effective humanitarian assistance.
- Conduct desk reviews to understand interventions, M&E tools, beneficiary groups, and local contexts to inform monitoring site selection and DQA data collection.
- Contribute to the development of quantitative and qualitative data collection instruments in consultation with the M&E Specialist, DCOP, and subcontractor responsible for data collection.
- Develop coding frameworks for the review of qualitative data using qualitative software and use these frameworks to understand the qualitative data collected by the project.
- Synthesize qualitative and quantitative information to tell a concise and coherent story about what is happening at a site.
- Use quantitative software such as Excel, SPSS, STATA, or R, to process raw data and organize the preparation of data set codebooks.
- Use qualitative software such as AtlasTi, NVivo, or similar, to organize information, codify it, and later analyze it.
- Draft Monitoring Summary Reports and site visits reports in English expressing trends in visual graphics and clear, concise narrative.
- Contribute to drafting DQA reports in collaboration with the DCOP.
- Help the team identify gaps in data collection approaches.
- Contribute to evaluation design, analysis, and report drafting as needed.
- Develop workflows and schedules for site visits, technical plan development, implementing partner and subcontractor planning schedules in software such as Trello, Microsoft Project, Planner, or similar.
- Assist in the presentation of findings, conclusions, and recommendations to program stakeholders as requested.
- Perform other duties as assigned by the M&E Specialist, DCOP, or COP.
