The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
- MELSA will use the baseline evaluation design to evaluate the USAID/Colombia Sustainable Agriculture Activity (SAA). The baseline evaluation design proposed collecting primary data in collaboration with SAA before a mid-term and/or final evaluation based on the baseline design conducted by the MEL Activity. The baseline design identified a set of data useful for USAID/Colombia and the implementing partner to understand the status of relevant issues around the objectives of Sustainable Agriculture in the prioritized regions. It also designed a set of quantitative and qualitative data collection instruments.

As part of the evaluation team, MELSA seeks a Rural Policy and Development Expert. The following are some of the key responsibilities and requirements for the position.

**Responsibilities**:

- Lead the qualitative data collection in collaboration with the implementing partner and USAID/Colombia.
- Lead the thematic topics in the design and review of the qualitative data collection instruments.
- Design a codebook for the coding process.
- Participate in the qualitative instruments coding process and contribute with a thematic revision of the process in creating the codebook.
- Ensure the quality of qualitative data collection.
- Participate in follow-up meetings with USAID/Colombia and the implementing partner to inform the progress of the qualitative data collection.
- Present the qualitative data collected to USAID/Colombia and the implementing partner.
- Support the MELSA evaluations leader in preparing reports and presentations for USAID and the Implementing Partner if required.
- Present a final report of the qualitative data collection analysis.

Panagora Group es una pequeña empresa estadounidense que proporciona servicios técnicos y de asesoramiento relacionados con el monitoreo, la evaluación y el aprendizaje de la estrategia y actividades de USAID/Colombia. La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios y evaluaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.
- MELSA está llevando a cabo la recolección de información de la línea de base para evaluar la Actividad de Agricultura Sostenible de USAID/Colombia. El propósito de la recolección de información es recopilar datos primarios antes de una evaluación intermedia y/o final con base en el diseño de la línea de base que realizó la Actividad MEL. El diseño de la línea de base identificó un conjunto de información útil para USAID/Colombia y el socio implementador para entender el estado de los temas relevantes alrededor de los objetivos de Agricultura Sostenible en las geografías priorizadas. Asimismo, diseñó una serie de instrumentos de recolección de información cuantitativa y cualitativa para recopilar los datos.

Como parte del equipo evaluador, MELSA busca un Experto en política y desarrollo rural. A continuación, se presentan algunos requerimientos y responsabilidades clave para la posición.

**Responsabilidades**:

- Liderar la recolección de información cualitativa en colaboración con el socio implementador y USAID/Colombia.
- Dirigir los elementos temáticos en el diseño y revisión de los instrumentos de recolección de información cualitativa.
- Diseñar un libro de códigos para el proceso de codificación.
- Participar y aplicar los instrumentos cualitativos de recolección de datos en campo.
- Participar en el proceso de codificación de los instrumentos cualitativos y contribuir con una revisión temática del proceso de la creación del libro de códigos.
- Asegurar la calidad de la recolección de información cualitativa.
- Participar en las reuniones de seguimiento con USAID/Colombia y el socio implementador para informar sobre el progreso de la recolección de la información cualitativa.
- Presentar los datos cualitativos recolectados a USAID/Colombia y al socio implementador.
- Apoyar al líder de evaluaciones de MELSA en la preparación de informes y presentaciones para USAID y el socio implementador si es necesario.
