Role Purpose
Coordinating between three countries, the Chief of Party (CoP) will lead the implementation of “ELLA: Empowerment, Local Leadership & Accountability for adolescent girls, and young women (AGYW)”, by ensuring the effective, timely and coordinated implementation of a 2-year project that contributes to increasing the realisation of the protection and sexual and reproductive health (SRH) rights of AGYW, particularly among Venezuelan migrants, refugees, and host communities, in all their diversity, in Colombia, Ecuador and Peru.
The project aims to achieve the following results in the three countries:
Increased individual and collective agency and resilience of AGYW, particularly among Venezuelan migrants and refugees, in all their diversity, to exercise their protection and SRH rights. Strengthened protection and SRH systems provision of gender and adolescent-responsive and inclusive services for AGYW, particularly for Venezuelan migrants and refugees, in all their diversity. Strengthened prioritisation and coordination of evidence-based, gender transformative protection and SRH responses for AGYW, especially Venezuelan migrants and refugees, by local organisations and local authorities.
The project’s objectives were designed in line with the 2021 Humanitarian Response Plan 2021 Refugee and Migrant Response Plan and Plan International Venezuela Regional Response Programme that aims for, “Children and adolescents, especially girls, affected by the Venezuelan crisis to be resilient and fulfill their rights in safety and with dignity” and, its Specific Programme Objective 1, “Improve the protection of girls, boys and adolescents affected by the Venezuelan Crisis from violence, abuse, neglect and exploitation”. Furthermore, this is a nexus project that goes beyond humanitarian relief to meet protection, sexual gender-based violence (SGBV), and SRH needs of AGYW. This approach will focus on de-normalising and preventing SGBV, case identification and referral, support to front-line workers, and bridging gaps between sectors.
The CoP is responsible to provide leadership for the full project and coordination of the overall management and technical support to ensure project goals are met. The CoP will provide direct leadership and guidance to Core team - Multi-country M&E, Finance and Protection Specialists; along with guidance to Project Managers/Coordinators in each country to ensure high levels of motivation, commitment, capacity, and teamwork.
A Project Management Committee will be responsible for providing operational direction to ELLA; conducting monthly reviews of activities and progress according to the Annual Work Plan (in line with budget expenditure); reviewing outcomes; identifying advocacy needs; resolving conflicts; reviewing operational risks; and agreeing on key actions to ensure smooth implementation and critical milestones are achieved. The Committee will meet monthly at project start-up and hold regular quarterly meetings thereafter. The CoP should coordinate with the committee assuring compliance from all actors involved. Dimensions of the Role The CoP will be a local hire and will report to Country Director or a Management of the managamentTeam (or who is assigned) in the country of residence and dotted line to Plan Canada´s Senior Program Manager.
