Conflict Stability and Security Fund, CIEP – Tackling Illicit Financial Flows (TIFF) in Latin America Programme This role is open to national and non‑national candidates. You must be based in Bogota and speak Spanish fluently. Project Description Tackling Illicit Financial Flows in Latin America (TIFF) is a UK Government programme, funded by the Integrated Security Fund. TIFF works with a number of state institutions, providing expert assistance to enhance countries' strategies and responses to illicit financial flows (IFFs) and associated corruption. Under CIEP, the Tackling Illicit Financial Flows (TIFF) Programme works with a number of state institutions providing expert assistance as they seek to strengthen a country's strategy and response to IFFs and linked corruption. In support of the programme, the primary objectives are: Intermediary Outcome 1: Increasing the capacity of Ecuador’s FGE and other authorities to analyse, investigate and prosecute domestic anti‑corruption, recover illicit assets and address IFFs. Intermediary Outcome 2: Successfully delivering Colombia’s FGN’s strategic illicit finances workplan and other institutions to enhanced capacity to analyse, investigate and prosecute illicit financial flows sustaining organised crime and other linked threats. Intermediary Outcome 3: Increase in the capacity of Peru’s Public Ministry and other institutions in its strategic analysis and modernisation of criminal investigations techniques to combat organised crime. Intermediary Outcome 4: Evidenced increase in the capacity of regional FIUs to share best practices between countries and ultimately to collaborate cross‑region. Scope of Work and Activities The Communications Consultant will provide communications advice on the strategy for the closing phase of the programme, highlighting key outcomes and lessons learned. The consultant will support presentation of outcomes, events, and strategic information as required by the client and contribute to the development of the Project Completion Report (PCR). Responsibilities include: Providing communications guidance on knowledge and learning products (presentations, documents, etc.) for the closing stage. Designing visual content that showcases key achievements, data, and quotations. Developing infographics to present relevant information in an engaging and accessible format. Creating graphic illustrations to enhance the clarity and impact of reports and materials. Ensuring all design elements comply with TIFF’s brand guidelines and graphic standards. Working Arrangements The post holder will report to the Monitoring, Evaluation, Reporting and Learning (MERL) Manager (based in Bogota). Level of Effort and Timeframe The consultancy will run from 15 January 2026 to 30 March 2026, with a maximum of 22 working days allocated. Activity Breakdown Activity 1: Provide communications guidance on knowledge and learning products (5 consultant days; due 30 Mar 2026). Develop and implement a communications proposal for the closing phase, tailored for internal and external audiences. Deliverables: 1) Communications strategy for the programme’s closing stage. 2) At least five project publications highlighting outcomes and lessons learned. Activity 2: Support presentation of outcomes, events, and strategic information (8 consultant days; due 30 Mar 2026). Design and develop illustrations and infographics as requested by the client. Support the design of key presentations and communications materials. Deliverables: Communications pieces of key programme outcomes. Activity 3: Project Completion Report (PCR) (9 consultant days; due 30 Mar 2026). Design and develop the PCR, including illustrations and infographics. Revise and finalise the report based on feedback from the MERL Manager. Deliverables: Finalised PCR, designed and formatted, including illustrations and infographics. Total working days: 22. Payment Mechanism Payment will be conducted on approval of the agreed‑upon deliverables, timesheets, and expenses (if applicable) by the TIFF MERL Manager. The daily rate will be assigned based on the consultant’s experience and technical knowledge. Consultant Requirements Essential: Proven skills in the development and implementation of communication products. Ability to think creatively and propose innovative ideas to expand communication reach. Experience in communicating sensitive information clearly and appropriately. Demonstrated expertise in visualising knowledge‑intensive data, with a strong track record in producing compelling infographics and presentations. High‑level computer literacy and advanced proficiency in graphic design software (e.g., Photoshop, Illustrator, InDesign, or equivalent). Strong ability to apply visual identity principles consistently across multiple formats and tailor them to diverse audiences. Management and Reporting The post holder will report to the Monitoring, Evaluation, Reporting and Learning (MERL) Manager (based in Bogota). Security The safety and security of themselves and co‑workers. Adhering to security instructions issued in the Project Security Plan (PSP) or issued by the Security Focal Point (SFP). Team members have a responsibility to report to the SFP any of the following; Any threat or incident directly affecting staff safety or project continuity. Updates on the security situation in their area of responsibility. All travel plans, including contact information and estimated dates of travel.
