As a key member of our team, you will play a crucial role in creating and overseeing high-quality evaluations that generate evidence-based evidence, results, and decisions.
About the RoleThe Evaluation Leader will be responsible for directing the evaluations assigned by USAID/Colombia to MELSA, ensuring that they are implemented in accordance with the Activity Work Plan. This includes supervising, directing, and coordinating activities such as baseline, performance, or impact evaluation, including design, work plan, execution, fieldwork operations, early and final reports, and evaluation and learning services required by USAID/Colombia for MELSA.
Key Responsibilities- Coordinate with MELSA Chief of Party, TOCOR, members of USAID/Colombia technical offices, and implementing partners to implement evaluation plans, from scope of work (SOW) and phases of design, methodologies, data collection, analysis, reporting, and use and dissemination of results.
- Provide technical direction, advice, assistance, and support to teams of personnel, consultants, and subcontractors hired by Panagora for evaluation implementation.
- Lead the development of Terms of Reference for hiring consultants and subcontractors, including responsibilities, deliverables, and implementation schedules.
- Ensure that evaluation team members have the necessary technical expertise and resources to conduct high-quality evaluations.
- Review and approve deliverables received from consultants and subcontractors, and recommend actions when delays or unexpected situations occur.
- Bachelor's degree in a relevant field, such as monitoring and evaluation, social sciences, or international development.
- Minimum 5 years of experience in monitoring and evaluation, with a focus on evaluation design, implementation, and reporting.
- Experience working with USAID/Colombia and familiarity with USAID's Evaluation Policy and Automated Systems Directives (ADS) 201.
- Excellent communication and leadership skills, with the ability to coordinate with multiple stakeholders and manage evaluation teams.
- Ability to travel up to 25% of the time, with occasional overnight stays.
We offer a competitive salary range of $80,000 - $110,000 per year, depending on experience, plus benefits including health insurance, retirement plan, and paid time off. The estimated annual salary for this position is $95,000, based on the company's location and industry standards.
