Programme Specialist

UNESCO is seeking a highly skilled Programme Specialist to support the Ocean Decade Coordination Office for the Tropical Americas and Caribbean Region. The successful candidate will coordinate the implementation of Ocean Decade activities, lead the capacity development program, and support the management of the Secretariat.

1. Support the Decade Coordination Office: Facilitate regional priority setting, implement endorsed Decade Actions, and support the work of the Regional Decade Task Force.
2. Lead Capacity Development Program: Establish a Capacity Development Working Group and Ocean Literacy Task Team, support an inclusive capacity development process, and link with other working group coordinators.
3. Support Management of the Secretariat: Provide substantial inputs for contracts, partner agreements, meetings, and development of workplans and budgets.
4. Implement Member States' Decisions: Contribute to reporting requirements and meetings of the IOCARIBE Board of Officers.
5. Resource Mobilization: Assist with resource mobilization for the IOCARIBE Office and DCO by catalyzing new partnerships and identifying new funding sources.

• Advanced university degree in marine science, oceanography, ocean governance, or marine resource management.
• Minimum 4 years of relevant professional experience, preferably 2 years at the international level.
• Excellent drafting skills, ability to understand new ideas and practices concerning ocean science and management, and capacity for multitasking and maintaining communication with partners.
