For every child, the right to peace
The Multiple Indicator Cluster Survey (MICS) is an international household survey program developed and supported by UNICEF. It is recognized as the global standard for household surveys, providing statistically sound and internationally comparable data on key indicators related to households, with a special focus on women and children. MICS will be conducted in Armenia for the first time, filling a significant data gap for national monitoring and decision‑making. It will be under the technical leadership of Armstat, with UNICEF support.
During MICS surveys, women and men are interviewed during face‑to‑face interviews in residential households that are randomly selected from clusters. A cluster typically corresponds to a census Enumeration Area or a small locality. In Armenia, a newly developed digital national sampling frame will be used as the basis for selecting clusters.
Prior to the main fieldwork, a mapping and listing operation is conducted to create a complete and updated household list for all selected clusters. Data collection will mainly use Computer‑Assisted Personal Interviewing (CAPI) via CSPro applications, followed by secondary editing and analysis in SPSS.
To ensure effective coordination from the UNICEF side, a dedicated technical and operational support consultant is required to complement national coordination arrangements. The Consultant will support the Child Rights Monitoring and Evaluation Specialist in managing and coordinating UNICEF‑supported components of MICS, including liaison with contractors and consultants, consolidation of documentation, and timely communication with UNICEF Regional Office and MICS Global teams.
How can you make a difference?
Under the overall guidance of the UNICEF Armenia Child Rights Monitoring and Evaluation Specialist, and in close coordination with the National MICS Coordinator at Armstat, the Survey Coordination Consultant will provide coordination, oversight, quality assurance and substantive technical support to the implementation of MICS Armenia 2026. The Consultant will complement national functions but not replace them.
Responsibilities
- Survey Coordination and Governance
- Coordinate the organisation and functioning of Steering Committee and Technical Committee meetings, including agendas, minutes, action points, and follow‑up.
- Ensure effective coordination and communication with Armstat MICS team, facilitating internal reviews and approvals.
- Coordinate meetings with relevant national counterparts, donors, and stakeholders, ensuring proper preparation, documentation, and follow‑up.
- Support alignment and information flow between national mechanisms and UNICEF teams.
- Update MICS Armenia 2026 Survey Plan & Workplan Tracker.
- Support regular updates and communication of the survey plan and workplan to stakeholders.
- Coordinate sequencing and synchronisation of consultants’ inputs across survey phases to avoid duplication and delays.
- Coordinate day‑to‑day interaction between UNICEF‑contracted consultants and Armstat personnel, ensuring clarity of roles, timelines, and deliverables.
- Track progress of consultants’ assignments against agreed workplans and coordinate timely submission of deliverables for review.
- Consolidate technical comments and recommendations from all stakeholders and coordinate feedback loops with consultants.
- Coordinate and document technical missions, trainings, review meetings, and field monitoring visits involving consultants and national teams.
- Coordinate and support submission of MICS package for ethical review as per UNICEF guidelines.
- Coordination and Oversight of Sample Design, Listing, and Mapping
- Coordinate provision of required inputs and organisation of missions for the UNICEF Sampling expert/consultant.
- Support coordination of the sample design and implementation process with National Consultants and the MICS Team.
- Coordinate and ensure finalisation of listing and mapping materials.
- Ensure cluster geocodes and boundary shapefiles are properly compiled, documented, and communicated.
- Coordinate MICS Team review of the final sample design, household selection, and sampling weights.
- Conduct monitoring missions during field pilot and actual listing and mapping operations.
- Ensure sampling, listing, and mapping decisions and outputs are documented and archived.
- Leadership of Questionnaire Revision, Customisation, and Finalisation
- Coordinate discussions with ministries and stakeholders on questionnaire module selection.
- Lead methodological discussions on questionnaire customisation with programme staff and experts.
- Review and finalise questionnaires and manuals as per customisation instructions.
- Coordinate translation and back‑translation of questionnaires and manuals.
- Coordinate and oversee questionnaire pre‑testing, drafting, and consolidation of findings.
- Coordinate submission of revised questionnaires to the MICS Team and address all feedback prior to finalisation.
- Ensure all decisions, versions, and approvals are documented and archived.
- Oversight and Coordination of Manuals and CAPI Finalisation
- Coordinate customisation and translation of country‑specific MICS manuals.
- Coordinate technical discussions on data processing and CAPI application development.
- Ensure MICS Team review and clearance of final manuals and CAPI applications.
- Ensure all final products are documented, archived, and communicated.
- Coordination and Participation in Training Activities
- Coordinate development and finalisation of training schedules for listing, mapping, pre‑testing, CAPI testing, and fieldwork.
- Coordinate preparation of training agendas, materials, and logistics.
- Participate in all training activities, field exercises, pilots, and validation activities.
- Ensure all trainings and field exercises are properly documented and reported.
- Monitoring and Quality Assurance of Sampling, Fieldwork, and Data Processing
- Coordinate and participate in monitoring and QA during listing, mapping, pre‑testing, CAPI testing, and fieldwork.
- Coordinate production and review of weekly Field Check Tables, providing timely feedback to supervisors.
- Coordinate monitoring of sample selection, data collection, processing, and secondary editing.
- Ensure monitoring findings, risks, and corrective actions are documented and communicated.
- Oversight and Support to Data Analysis
- Coordinate inclusion and review of sampling weights.
- Coordinate customisation and review of the MICS tabulation plan and standard syntax.
- Coordinate substantive review of datasets and tables prior to report writing.
- Facilitate communication on anonymisation between Armstat and the MICS Team.
- Ensure final datasets and documentation are anonymised, archived, and communicated.
- Coordination of Report Writing, Dissemination, and Archiving
- Coordinate and contribute to preparation of the Survey Findings Report and Statistical Snapshots.
- Coordinate MICS Team technical reviews and consolidation of feedback.
- Coordinate printing, distribution, and national dissemination seminar.
- Support wide dissemination of survey results through briefings and presentations.
- Ensure the complete MICS survey archive is produced and shared with UNICEF teams.
- Coordination of Administration, Logistics, and Contracted Institutions
- Coordinate administrative and logistical arrangements with Survey Administration and Logistics Support Consultant.
- Ensure survey supplies are procured and distributed in time.
- Facilitate and oversee work of contracted institutions and companies, ensuring follow‑up and reporting.
- Oversee and coordinate translation activities and ensure versions are correctly archived.
- Reporting
- Participate in weekly meetings and update progress.
- Prepare regular progress reports summarising activities, challenges, and mitigation measures.
- Draft donor progress and results reports ensuring consistency with survey status.
- Support coordination of financial reporting inputs related to donor‑funded MICS components.
Minimum Requirements
- Education: Advanced university degree (Master’s level or equivalent) in Statistics, Demography, Economics, Sociology, Data Science, Computer Science, Information Systems, Public Health, or another relevant quantitative or data‑focused discipline.
- Work Experience:
- Minimum of 7 years of progressively responsible professional experience in design, coordination, implementation, or quality assurance of large‑scale household surveys, population‑based studies, or official statistical operations.
- Experience coordinating or supporting large‑scale and complex national surveys (e.g., MICS, DHS, LSMS, census‑related surveys).
- Experience coordinating the work of multiple consultants, contractors, or institutions, tracking deliverables and consolidating technical feedback.
- Experience in data quality assurance and support to survey outputs, including basic data processing, analysis, reporting, and dissemination.
- Strong working knowledge of survey methodology, including sampling design, household listing and mapping, questionnaire development and pre‑testing, CAPI‑based data collection, and survey data processing workflows.
- Understanding of data protection, confidentiality, and ethical standards in household surveys.
- Strong organisational, coordination, and documentation skills, with proven ability to manage complex workflows and tight timelines.
- Language Requirements: Fluency in Armenian and English are required.
