For every child, the right to a Voice UNICEF Colombia operates in a complex, geographically diverse, multicultural middle-income country (MIC) characterized by significant structural disparities. The country programme is implemented within a demanding environment shaped by "triple affectations" the overlapping impacts of armed conflict, irregular migration flows, and localized natural disasters exacerbated by climate change. To effectively address these challenges, UNICEF Colombia’s Country Programme Management Plan (CPMP) 2025-2028 establishes a comprehensive territorial approach. This strategy decentralizes technical support through two Zone Offices (Norte de Santander and Cauca) and seven outposts (including Riohacha, Quibdó, Arauca, Puerto Carreño, and Pasto) to ensure direct, integrated results for the most vulnerable and excluded children. How can you make a difference? The implementation of this ambitious program relies heavily on mobilizing Resources from public and private donors. Within this context, the Reporting Officer (Writer) is placed in the Bogotá central Office and is accountable for the Programme Effectiveness outcome, working in close coordination with all Programmatic areas as relevant to their technical outcomes (Survive and Thrive/Health and Nutrition, Learning and Skills/Education, Child Protection, WASH, and Social Social Protection), the Emergency unit, Communications, and Private Sector Fundraising (PSFR). This role works in close coordination and alignment with the Deputy Representative, and in close collaboration with the Planning Monitoring and Evaluation (PME) and Emergencies teams. Under the direct supervision of the Representative (or designated Officer), the Reporting Officer (Writer) serves as the key focal point and primary writer for all donor reports, funding proposals, and public partnership agreements produced by the Colombia Country Office. The incumbent ensures that all written deliverables are of high quality, strictly comply with results-based management (RBM) standards, and align with UNICEF's strategic advocacy and resource mobilization priorities. Education:
A completed first level university degree (Bachelor’s degree) in international relations, Political Science, Communications, Journalism, Social Sciences, Public Administration, or a related field is required.
- Work

Experience:
A minimum of two (2) years of professional work experience at the national and/or international level in proposal writing, donor reporting, resource mobilization, public partnerships, or project management is required.

Skills:
Excellent analytical, writing, editing, and synthesis skills with a proven ability to draft complex technical reports and proposals under pressure. In-depth knowledge of Results-Based Management (RBM) and logical frameworks. Solid data literacy skills to interpret program indicators and financial implementation data.
- Language

Requirements:
Fluency in English and Spanish is required. Desirables
- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian) is desirable.
- Familiarity with UNICEF-specific programming, donor policies, and humanitarian architecture in Colombia is highly desirable.
