The HALO Trust is seeking an experienced and enthusiastic Ammunition Technical Specialist (ATS) to support the development of its Weapons and Ammunition Management (WAM) program in Central America.
HALO's goal in the region is to reduce human suffering from armed violence and other drivers of migration by working with national partners to secure stockpiles.
The WAM program in Central America is expanding in scale and scope.
Over the next three years, HALO will deliver an ambitious institutional capacity development and mentoring program to national security forces in El Salvador and Guatemala.
This exciting new opportunity will see the ATS at the forefront of this process, supporting the design and implementation of new Ammunition Management training framework to be delivered to national partners.

Reporting to the Operations Manager, the ATS will provide technical support to WAM programs in El Salvador and Guatemala, including the planning and delivery of Physical Security and Stockpile Management (PSSM) activities in the Region, ensuring that these are implemented in accordance with the International Ammunition Technical Guidelines (IATGs) and other international standards (MOSAIC, IMAS) as well as with HALO's policies and mandate.
This role includes a significant training and development component, and, as such, requires someone with proven experience in designing and delivering ammunition training courses to a high technical standard.
**Key Responsibilities**:
Working within a close-knit team, and reporting to the program leadership, the Ammunition Technical Specialist will:
**WAM / PSSM**
- Plan, write, and deliver an Ammunition Training Framework for Central American countries of El Salvador and Guatemala
- Undertake Risk Assessments of host nation armories and explosive houses, prepare assessments reports and support the implementation of the reports' recommendations
- Providing technical assistance to host nations security forces to ensure the correct segregation of ammunition by hazard divisions and categories and identifying weapons and ammunition for disposal
- Supervising the safe transportation and storage of ammunition
- Contribute to the development of PSSM training packages, and regionally orientated standard operating procedures
- Site and certify new ammunition stores constructed by HALO on behalf of the national authority
- Conduct assessment, segregation, and disposal of ammunition stockpiles
- Provide technical mentorship and support to the host-nation's security forces

**General**
- Provide technical support to the program at the direction of the program manager
- Ensuring that standards are maintained across all operational activities and events
- Ensure all ammunition assessment, disposal, transport and other activities are conducted safely, and appropriate risk assessments are carried out.
- Be prepared to provide general assistance to management team: with training courses, covering colleagues' absences, or other activities as directed by the Program Manager

**Essential Experience and Qualifications**

Trained** Ammunition Technical Officer, Technician or Specialist **with a minimum of 3 years of experience in ammunition life-cycle management

- A comprehensive understanding of the principles behind storing and processing ammunition in base depots or field storage sites
- Effective spoken and written communication and an ability to build effective working relationships
