**GENERAL CONTEXT**

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

**CONTEXT AND GENERAL OBJECTIVE OF THE POST**

The Logistics Technical Unit (LogTech) is part of the Logistics and Supply Chain department, and consists of supporting the Country Offices of MSF OCBA regarding their logistics’ needs. The unit comprises a diverse expertise, to ensure that it can support all different aspects of MSF´s logistics for both regular projects and emergency interventions: construction, shelter, fleet, energy, facility and cold chain management, general and biomedical equipment management and WHS (water, hygiene, sanitation and vector control). The focus of the unit is to ensure appropriate support and guidance to MSF OCBA’s Country Offices regarding their logistics, in collaboration with other relevant departments/units (operations, medical, financial, projects & IT ).

Reducing carbon and environmental footprint is one of the MSF priorities. Optimizing energy generating systems and sources, as well as efficiently utilizing energy, are crucial aspects of this exercise. As part of the Climate & Environmental MSF OCBA Roadmap, the Energy Transition project seeks to drive the necessary changes and adaptations in the current and future Energy & HVAC setups to minimize environmental impact by defining a general framework and a set of projects and activities aligned with MSF OCBA strategic priorities.

Accountable to the Head of Logistics Technical Unit and functionally reporting to the Fleet Management, Energy & HVAC advisor, the Energy Transition Officer will be proactive on organizing her/his own agenda according to the assigned projects and in coordination with Fleet Management, Energy & HVAC advisor and operational logistics.

S/he will also work in collaboration with the Energy & HVAC MSTs (Mobile Support Technicians) and with the Energy & HVAC and Fleet Management Officer.

**ACCOUNTABLE FOR**
- Enhancing the capacity of the staff involved in the management or implementation of Energy Transition projects, by coaching, training and disseminating relevant information.
- Supporting the planning processes, establishing the appropriate organizational framework and supervising the implementation of PV (Solar) installations or any Energy Transition-related projects into MSF projects, aiming at reducing fuel dependence, increasing efficiency, and decreasing emissions.
- Establishing the necessary procedures to carry out the implementation of PV installations and Energy Transition related projects according to MSF OCBA technical standards and requirements.
- Assessing feasibility of renewable energy and HVAC projects within the framework of Energy Transition and, when applies, carrying out the corresponding project management in coordination with the Fleet Management, Energy & HVAC advisor and the Energy & HVAC and Fleet Management officer.
- In coordination with the Construction Technical Team and the Energy & HVAC and Fleet Management Officer, manage HVAC projects for new constructions or rehabilitations of current facilities, supporting the teams in the project site and ensuring proper implementation.
- In coordination with the Fleet Management, Energy & HVAC advisor, contributing to develop new policies, tools, protocols and SOPs related to electricity, energy and HVAC within the framework of Energy Transition (with a local, regional or even global approach).

**SPECIFIC ACTIVITIES / TASKS / RESPONSIBILITIES**

**Scope/Portfolio**

In principal will be all MSF OCBA Country Offices. The portfolio of specific projects will be according of the operational requests and logistics department internal organisation.

- Support and coordinate the implementation of solar/hybrid projects into MSF operations when required in the aim to ensure self-sufficiency, efficiency and minimize environmental impact.
- Create all technical documentation needed to be included in tender processes and contracts for new Energy Transition projects.
- Plan each implementation process according Country Offices context, characteristics and constrains to ensure all stakeholders collaboration and acceptance.
- Ensure procurement requirements according to MSF OCBA Supply guidelines and policies providing all technical necessary information to the Country Office procurement team.
