- 10-15 years- Panagora Group is a U.S. small business that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning Short-Term Activity (MELSA). MELSA provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).- MELSA seeks a Developmental Evaluation Expert as part of a Restoring Our Future (ROF) baseline evaluation team. The USAID Restoring Our Future (ROF) Activity aims to ensure that the existing policies and Peace Agreement provisions translate into operational models and strategies linked to concrete institutional capacities that can generate impactful actions. The Activity aims to protect victims' rights and advance reconciliation, strengthen victims’ organizations, and support reconciliation and non-repetition. The Developmental Evaluation Expert will support conceptualizing and developing the Developmental Evaluation (DE) approach in the baseline.

The following are some key requirements and responsibilities and for the role:
**Responsibilities**:

- Lead the DE work plan and design. This includes the data collection and analysis methods, the sampling strategy, the data collection tools, and the data analysis plan. This also includes updating the document as the methodology or deliverables of the DE change during the activity’s implementation.
- Facilitate CLA workshops which will help conceptualize and develop the DE approach.
- Draft the DE’s technical deliverables and communications, including the final report in English.
- Oversee the quality and timeliness of the evaluation's data collection and troubleshoot as needed.
- Oversee the quality and timeliness of the quantitative and qualitative data analysis.
- Lead briefs and presentations to USAID and the Implementing Partner as defined in the DE design.
- Implement the instruments for qualitative data collection in the field if needed.
- Lead CLA workshops to share the findings and conclusions of the DE to promote learning and adaptive management.
- Perform all other duties as assigned by the immediate supervisor or MELSA Lead evaluation expert.

El Experto en Developmental Evaluation apoyará la conceptualización y el desarrollo del enfoque de Developmental Evaluation (DE) en la línea de base.

A continuación, se presentan algunos requerimientos y responsabilidades clave para el rol:
**Responsabilidades**:

- Dirigir el plan de trabajo y el diseño de la DE. Esto incluye los métodos de recopilación y análisis de datos, la estrategia de muestreo, las herramientas de recopilación de datos y el plan de análisis de datos. Esto también incluye la actualización del documento a medida que las metodologías o entregables de la DE cambien durante la implementación de la actividad.
- Facilitar los talleres del CLA que ayudarán a conceptualizar y desarrollar el enfoque de la DE.
- Preparar la redacción de los entregables técnicos y las comunicaciones de la DE, incluido el informe final en inglés.
- Supervisar la calidad y la puntualidad de la recopilación de datos de la evaluación, y solucionar problemas según sea necesario.
